〔記者林惠琴／台北報導〕健保核刪又惹議！一名職能治療師在臉書貼出職能治療金額299點，遭健保署審查拒絕給付，理由竟然是病人已可每天上班5小時，應無接受職能治療的必要，且門診轉介與職能治療同一天、主管層級職能治療師晚上服務患者竟然都成為核刪原因，讓他大喊「實在很扯」、「瞎爆了」，感到非常不爽、非常生氣！

該名職能治療師受訪表示，因為第一次收到健保不予給付的單據中，並未詳述理由，自己便申復說明提供患者相關療程的原因，不料又再一次被拒絕，而且原因完全看不出來審查的專業度，第一點寫著「病人已可每天上班5小時，應無接受職能治療的必要」，已經很扯，但沒想到第二點更扯，內容是「晚間接受門診開立轉介單後安排職能治療日期為同一天」，並且質疑主管層級職能治療師晚上服務患者。

該名職能治療師指出，針對第一點，如同其他網友留言，難道癌症患者可以每天工作超過8小時，就不用再化療了嗎？可以正常上班，並不代表病痛已經完全痊癒、不必接受治療；針對第二點，不少夜間門診轉後接受職能治療另安排一天，是因為當下職能治療未能提供服務，但當天的情況許可，考量不必讓患者跑兩趟奔波，因此直接安排同一天處置。

對於質疑主管層級職能治療師晚上服務患者，該名職能治療師強調，好像有一種被誣陷要偽造病歷、詐領健保等不被尊重的感覺，實在非常不舒服，強調自己依規定完成該時段報備支援，衛生局有資料備查，且有事前請假及夜間報加班核可，醫院差勤系統也有完整紀錄，更重要的是，確實於該時段執行職能治療為患者服務，同樣治療紀錄完整，難道健保署有規定主管層級職能治療師不能晚上服務病人嗎？

該名職能治療師強調，在這份拒絕給付的審查資料中，看不到專業，若是原因是經評估患者使用相關療程恐無效而核刪也就算了，偏偏都是一些與專業無關的理由，認為健保要強化具名審查，且審查理由要專業，否則實在難以令人信服，同時也將進一步提到健保爭議審議會討論。

對此，健保署副署長李丞華回應，外界有疑慮的話，會再檢討審查人員的專業素質，而該署自10月起開始實施專業雙審及公開具名試辦方案，先就婦產科、兒科、眼科、耳鼻喉科、神經科及精神科等6科辦理審查公開具名，將於一季後評估成效。
