苦撐A保金？ 急診理賠將改「實支實付」

金管會昨天宣布，新版「急診室條款」最快於明（2014）年2月上路，新法實施後，舊保單仍照表操課、不受影響，新保單則改為「實支實付制」，保險公司將以實際醫療花費做為急診室理賠依據，而不是被保險人「在急診室待了幾個小時」，以杜絕「苦撐急診室、A保險金」亂象。保險業者說，市售許多醫療險提供「急診保險金」理賠，並且以被保險人待在急診室的時間，做為理賠依據，早期醫療險規定，保戶必須待滿超過12小時才賠；近期醫療險縮短時數，被保險人只要在急診室待滿6至8小時，就可以理賠。
由於急診室理賠以「時數」為依據，許多保戶為了申請理賠，往往滯留在醫院急診室，直到待滿理賠時數，才辦出院，有人甚至「不是急症也掛急診」，而且苦撐不走，就是為了A保險金。
不過，部分保戶堅持在急診室待滿一定時數才離開，不但導致醫院人滿為患，也造成醫師困擾；今年初衛生福利部發函金管會，希望加強監理醫療險，減少醫療資源浪費，保險局即要求壽險公會修改保單示範條款。

保險局主秘施瓊華表示，新版的「急診室條款」將取消「時數制」，改採「實支實付制」，未來保戶在急診室接受治療，保險公司將依照實際單據與花費理賠，不會根據停留時數，給付保險金。

官員表示，保單示範條款提報保險局後，需經核定後發布，並於發布後3個月生效，照時間推算，新版「急診室條款」最快明年2月上路，之後，新保單採取實支實付制，既有的舊保單不受影響。
