【徐珮君／台北報導】因不服國家考試閱卷成績，纏訟7年確認中醫師考試及格的歌手葉蔻（本名陳懿琳）今天上午在考選部接受「國考楷模」的獎牌表揚，並且表示放棄向考選部提出927萬元國賠訴訟。葉說，她學中醫了解「中病即止」，切莫攻伐太過，兩敗俱傷，因此決定和解。

葉蔻說，雖然7年時間滿長的，但個人委屈不算什麼，希望以後的考生不要再面對她曾遭遇的窘境，不要再有不公平的事情，葉強調，她可以感受到考選部的誠意，如果國賠是由犯錯的官原來負擔她會堅持國賠，但不應由國家納稅人來負擔，於心不忍。

考選部長董保城拿著一把傘舉例說，過去法官對於國考訴訟案件都是高度尊重專家學者的專業，但葉蔻的案例卻讓外部、法院的光照進專業的保護傘下，專業的判斷雖被衝擊，但葉蔻纏訟7年「血淋淋的教訓」，讓考選部有警醒，這是有史以來最具劃時代考意義的判例；考試院也正對閱卷制度全盤檢討。
