軍禮迎小黃 外交部害友邦出糗

【陳郁仁╱台北報導】我友邦瓜地馬拉總統培瑞茲訪台，馬英九總統昨早在自由廣場舉行軍禮歡迎，並邀駐台使節觀禮。當外賓搭賓士等名車抵達時，使節車隊裡竟有一輛計程車，裡面載的是我友邦吐瓦魯大使陶波。昨晚陶波也搭小黃到總統府參加國宴，但因不能開上正門，只得被迫步行入府。政府邀友邦使節觀禮，卻讓他搭小黃奔波，前外交官員痛批「有失國際禮儀」。

載送陶波的運將范先生說，吐國在台沒座車才請他接送，外交部跟他聯絡時，他曾詢問，「小黃進去自由廣場參加軍禮，繞行三軍樂儀隊好像不太得體，外交部是否可派車接送」，怎知外交部僅一句「很忙，派不出車輛」，還是要陶波自己搭小黃。

吐國大使徒步入府

軍禮前所有駐台使節都在國家音樂廳前下車，步行前往觀禮台，尚不致感到突兀，軍禮結束要離去前，范先生的計程車本排在大使車隊中間，怎知其他使節車輛，不斷插隊，最後變成使節團最後一輛，載著陶波繞行三軍樂儀隊一周後離去。由於小黃夾在一排黑頭車陣中特別顯眼，引來媒體議論。
昨晚馬總統在總統府舉行國宴，《蘋果》直擊各國使節車輛，都直接開上總統府正門讓大使下車，但陶波搭小黃抵達時，只能停在一號門，步行進入府內。
范先生說他不是第一次載陶波，之前巴拉圭和吉里巴斯元首訪台，陶波也致電外交部告知沒座車，只能搭小黃出席軍禮，外交部也說沒問題，怎知最後因小黃不能開上總統府正門，陶波只好走進去。
范先生還說，也曾因軍禮交管，交警不相信計程車是載大使，不讓車開進管制區，直到范嗆：「你要大使自己走路嗎？」交警才放人。但《蘋果》昨無法聯絡陶波本人。

失國際禮儀「離譜」

外交官員透露，吐瓦魯經濟並不富裕，今年3月才在台成立使館。至於駐台大使沒座車，外交部表示，吐國認為台灣汽車太貴，所以計劃從國外購置便宜車款，再運來台。
駐日前代表羅福全批，外交部邀陶波觀禮，就算沒車也該租一輛，有失國際禮儀。不具名的駐美前代表說，我國邀吐瓦魯大使觀禮，禮節上若對方沒座車，該派人去接，讓友邦大使搭小黃真的很離譜。
