偏鄉護理荒 總統促衛署速解決

總統馬英九今天說，衛生署擬提「偏鄉護理200菁英計畫」，預計4年培育200名護理公費生；他指示儘速辦理，盼103年起實施。

此外，針對落實合理護理人力配置問題，比照日本達到1比7的護病比標準，馬總統指示衛生署訂出時間表達成，希望能在他卸任前達成合理的護病比。

馬總統上午在總統府與護理團體座談，討論相關議題。

對於擴大偏鄉公費生培育計畫，以增加偏鄉醫護人力，總統說，衛生署準備提出「偏鄉護理200菁英計畫」，預計4年培育200名護理公費生，希望本地人才回鄉服務，紓解偏鄉地區亟需的人力缺口。

總統指示衛生署編列預算、儘速提出「偏鄉護理200菁英計畫」，希望能於民國103年起實施。

至於如何落實合理護理人力配置問題，會中提到日本目前採用1比7的護病比標準，作為社會醫療保險分級給付依據的連動制度。

總統也指示衛生署深入了解日方的經驗及成效，並規劃實地考察，作為未來規劃護病比與健保護理費給付的參考。

他說，台灣如果要達成1比7護病比並納入醫院評鑑的最低標準，預估需增聘9207人，每年所需經費新台幣55億元。對此，總統指示衛生署訂出時間表達成這項目標，希望能在他卸任前達成合理的護病比。

另外，有關護理師的教考用問題，總統責成考選部、教育部與衛生署共同檢討，以解決五專護理科畢業生進職場適應與考照等相關問題。

總統說，護理人員不足的問題必須慎重看待，衛生署應先了解畢業生考取證照後卻選擇不執業的主要因素並求改善，再行檢討考試、培訓相關機制。

他說，開放外籍護理人員是最不得已方式，應先朝鼓勵本土護理人員就業為先。
