新北市老人健康補助 恐拿不到現金

新北市府去年推動「老人健康補助金」福利政策，65歲以上老人每年可領3千元到2萬元不等的健康補助金；但市議會去年底通過決議，要市府將健康補助改為健保補助，且直接撥入健保局帳戶，今年老人恐拿不到現金。

據了解，社會局近日密集與中央健保局協商，全額補助健保費部分已經解決，市府已替能獲健保費全額補助的老人繳納一月健保費。

但部分老人可領取的健康補助金，並不足以支付其全年健保費，社會局原打算直接匯給健保局，再由健保局向老人催繳不足額的健保費，但被健保局打回票，雙方還在協商中。

新北市府去年2月底開始發放老人健康金，65歲至79歲每人每年3千元、80歲至89歲4千元、90歲至99歲1萬元、百歲以上2萬元，去年底並編列15億9千多萬元的老人健康補助。

但市議會審查總預算時，雖然沒刪減老人健康補助，但附帶決議要求將補助直接匯給健保局，且不得變更繳費方式或移作他用，預算書中的健康補助文字也修改為「健保補助」。

市議員江永昌表示，市府對老人補助政策一變再變，應該在今年3月發放的健康補助，因議會決議無法再發放現金，他要市府盡速提出解決之道。
