【莊蕙嘉╱綜合外電報導】身為先進國家的英國，醫療品質卻十分低落，每年造成數千病患枉死。英國前天公布調查顯示，公立醫院出現嚴重疏失，對住院患者漠不關心，使他們必須喝花瓶的水、在病床上便溺，甚至誤診喪命。報告震驚英國民眾，演變成歷來英國最嚴重的醫療醜聞之一，英國首相卡麥隆也為此向死者家屬道歉。

英國國會議員佛朗西斯（Robert Francis）費時2年7個月的調查報告前天出爐，顯示英格蘭中部的史塔福（Stafford）醫院在2005年1月至2009年3月間，病患死亡人數比平均值多出400至1200例。

佛朗西斯指出，雖然難以證實死亡病例都是因照顧疏失所致，但這家醫院致力達成政府設定目標及削減支出，連帶病患照護品質也跟著下降。他批評醫護人員對病患「缺乏照顧、愛心、人道關懷和領導能力」，沒有醫護人員定時扶病患上廁所，有些人只能屈辱的在床上解決，因此躺在自己的屎尿上好幾個小時。院方也未注意供餐和飲水，病患竟喝花瓶的水解渴。
史塔福醫院新聞不斷，上月一名呼吸困難的4個月大男嬰送到該院救治，護士嫌他不斷哭鬧很吵，竟塞奶嘴後用膠帶封口，新聞爆發後全國譁然。男嬰僅嘴巴被封住，幸未窒息，護士已被停職。
詹姆士道孚（James Duff）的妻子朵琳也是受害者，已在史塔福醫院去世，他忿忿不平地說：「沒有任何一個人因為這樣的疏失丟掉工作，甚至還有人升官！」

醫護揭密反遭霸凌

報告指出，曾有體系內的醫護人員察覺問題，試圖示警，但立刻遭其他同事排擠、霸凌甚至恐嚇，主管機關也對問題視而不見。
佛朗西斯的報告公布後，英國當局前天開始調查蘭開夏郡、埃塞克斯郡與大曼徹斯特等5個地區公立醫院病患死亡率過高的情況，發現這些公立醫院的病患預期死亡率連續兩年高於一般值；2010年7月至2012年6月間，共有3063名患者死亡。
英國首相卡麥隆說，從這份報告可以看出制度性缺失，他說：「我們無法有信心的說，這樣的疏失只會出現在某間醫院。」佛朗西斯稱，這類醜聞是長期造成，因為健保「每一層級」都出現問題，需要全面改革，才能讓民眾重新信任。


擬用表現調整薪水

佛朗西斯在報告中列出290個建議事項，卡麥隆也下令成立醫療改革組織，並提出「護士薪水高低取決於表現優劣」的構想。
