（中央社記者陳偉婷台北2日電）衛生署長邱文達3日將到立法院社環委員會報告醫療5大科別人力問題，朝野立委都認為應儘速處理醫療過失刑責合理化及修法。
立法院社會福利及衛生環境委員會3日邀行政院衛生署長邱文達、行政院勞工委員會報告「醫事機構五大皆空（兒、內、外、婦、急診科）暨護理人力之改善辦理狀況」並備詢。
衛生署提供的報告指出，未來將致力挹注5大科偏遠地區醫療資源、推動醫療過失刑責合理化、提高全民健康保險5大科別支付標準、增加5大科住院醫師津貼及強化急診室安全等，解決人才留置危機。至於護理人力，持續改善勞動條件，民國103年全部回歸正常工時，訂3班合理護理比等政策。
勞委會提出的報告也指出，將加強勞動條件檢查、研議勞動條件權益保障措施，並檢討醫療保健服務業人員是否續用責任制工時。
社環委員會的民主進步黨籍立法委員趙天麟受訪時建議，儘快完成醫療責任合理化、無過失補償責任、獨立仲裁制度修法及立法，讓醫療糾紛處理更透明，減輕醫師壓力，也能保障病患。
有醫學專業的中國國民黨籍立委蘇清泉說，台灣醫療糾紛起訴1年600件，但定罪僅6件，證明起訴太氾濫，常讓醫護人員苦不堪言，應儘速研擬醫療刑責合理化，以調處取代訴訟，並研議醫療爭議處理和補償機制。
