美牛不禁！衛生署：狂牛症屬零星案例 美牛進口照舊

美國再度驚爆本土狂牛症，但跟進日本、韓國腳步，行政院衛生署今（25）天晚間正式宣布，暫不禁止美國牛肉及製品進口，衛生署長邱文達強調，這是經過專業審慎研判的結果，依據美方提供的病理檢驗報告，染病的牛隻為非典型的狂牛症，屬於零星散發案例，加上為乳牛非肉牛，未進入肉品供應鏈，所以不發禁令。


邱文達在記者會上也強調，這起狂牛症案例，同樣不影響行政院既定開放美國牛肉瘦肉精的政策，立法院明天將繼續審查攸關是否解禁瘦肉精萊克多巴胺的「食品衛生管理法部分條文修正草案」。

美國農業部是在台灣時間4月25日清晨3點，公布一頭乳牛證實為美國2003年以來的第4例狂牛症（BES）個案。

消息曝光後，各美國牛肉進口國無不緊張以對，但日本政府於下午宣布，不會禁止美國牛肉進口，並持續監控本案發展；韓國農林部也宣布，會加強進口牛肉的檢疫，但目前不禁止美國牛肉進口。

國內府院高層則在經過一整天開會之後，晚間才由衛生署出面宣布，目前暫不禁止美國牛肉及其製品進口報驗，只會繼續加強「三管五卡」措施，回應外界質疑為什麼拖了這麼久才下決定？邱文達解釋，全是為了慎重其事，等待美國官方的正式報告。

邱文達表示，經美國農業部在愛荷華州（IOWA）國家獸醫服務實驗室，依西方墨點法（Western blot）及免疫組織化學染色（Immunohistochemistry stain）確認這頭病牛為非典型狂牛症個案之後，衛生署才認定為零星散髮型案例。

衛生署食品藥物管理局局長康照洲解釋，非典型狂牛症的病牛，根據相關研究，沒有典型的「倒牛」症狀，並不會經由飼料傳染，加上年紀比較大，在30月齡以上，原本就在台灣禁止進口之列，經農委會家衛所專家研判疫情無傳播之虞，且對非典型狂牛症研究最多的日本也決定不禁美牛，給了更多信心。

衛生署強調，依據台美牛肉議定書，也要求美方後續必須提供病牛的完整流行病學調查等相關資料，以作為後續採行措施的評估。

不過，根據食品衛生管理法規定，曾經發生狂牛症的國家或地區10年內將不得進口牛隻的內臟、絞肉等部位到台灣，距離上一次傳出病例的2006年，原本2016年就可再度叩關台灣的美國牛肉內臟、絞肉，將重新起算，必須再等10年，直到2022年才有可能解禁。

美國爆發狂牛症，雖然美方聲稱病牛已經撲殺而且沒有進入食物鏈，大家不需要擔心，但國內專家們還是覺得政府應該審慎評估，在發病這頭乳牛的「流行病學報告」還沒完全出來、還不知道乳牛是如何感染的之前，應該先全面凍結美牛進口。

國內研究權威、衛生署疾病管制局庫賈氏病委託研究計畫主持人陳順勝表示，他看完美國農業處發布的報告，覺得非常的有問題。因為罹患狂牛症的那頭乳牛的流行病報告還沒有出來，這頭牛不會無緣無故得這種病，為什麼會得病?都還不知道，所以不能斷然的說其它的牛隻是安全的。

陳順勝說：「流病報告還沒有出來，不可以說其它的牛隻沒有問題，另外，美國農業部聲稱說，假使根據OIE(世界動物衛生組織)規定，他們的防疫等級狀態是不用改變，他們雖然認為自己是疫區，但是一個可以控制的疫區，這點也不對。」

陳順勝說，如果無法掌握乳牛患病的原因到底是環境或飼料的問題，就應該先全面暫停美牛進口。

另外，台大獸醫專業學院院長周晉澄則是認為，美國目前的防疫等級被世界動物衛生組織列為「風險可控制區」，但應該不會被降等級，而降不降等也不重要了，應該請政府審慎評估風險。

因此她認為，目前政府應該要禁止進口美牛。
