真的逛醫院！3萬3千人年就醫破百次 5人罰坐「健保監」

健保年年喊窮，台灣人愛「逛醫院」的壞習慣也是原因之一！根據中央健保局統計，去年一整年就醫次數超過100次以上的「就醫行為異常」民眾，全台灣高達有3萬3千人，遭健保局盯上、進行輔導，其中更有5人，因就醫次數逼近200次之多，幾乎三天兩頭就往醫院跑，被罰坐4個月的「健保監」限制就醫地點。

全民健保自民國84年3月1日實施迄今，剛好17年，健保局今（1）天上午舉辦「全民健保17年新期望，二代健保邁向新紀元」周年活動，強調除了二代健保增收補充保險費「開源」重要之外，如何避免浪費「節流」也是關鍵。

原來健保局自去年開始，針對多次重複就醫、過度使用醫療資源的民眾，祭出鐵腕，只要一整年的就醫次數超過100次的警戒「門檻」，通通專案進行輔導與就醫協助，如果仍然未依規定就醫時，就不予保險給付。

健保局醫務管理組組長蔡淑鈴表示，根據健保局的統計，國人的年平均就醫次數約為15次，這是正常值，但若一年就醫超過100次，幾乎等於一年365天當中，有高達3分之1的時間都在上醫院看病，已經是標準的「就醫行為異常」、「逛醫院」行為，健保局就會主動關心你究竟出了什麼問題？

健保局統計資料也顯示，去年遭到健保局「關心」的民眾，共有3萬3千人，其中有5人，因為就醫太過頻繁，次數最高者甚至超過200次以上，遭到審查醫師認定就醫行為異常，被限制就醫。

蔡淑鈴指出，這5人，從去年11月起，被健保局限制就醫地點，只能在自己所選定的4家醫院指定看病，而經過輔導後，就醫次數已明顯下降、情形改善，這才得以從今天起解除長達4個月的禁令，恢復自由之身，可前往任何一家醫療院所看病，不過，未來只要再被發現就醫次數異常，仍會再度被限制就醫。
