賄款丟窗 龜山鄉長被活逮

桃園縣龜山鄉長陳志謀，涉嫌向包商收回扣，被依現行犯在鄉長室逮捕。廿一日中午欽友營造公司吳姓、劉姓員工，前往鄉長室交付十五萬元回扣，埋伏的調查站幹員待兩人走出來，立即衝入，鄉長試圖滅證佯稱上廁所，再從窗戶丟出一個牛皮紙袋，被樓下埋伏的幹員查扣，打開一看竟是十五萬元現金，當場人贓俱獲。

　但陳志謀否認收賄，辯稱錢是之前廠商的借款要拿來還。
　地檢署指出，欽友營造長期投標龜山鄉公所標案，去年十月標得總標金五百萬元的「公共設施修繕工程第二期工程」；檢調接獲情報指出，陳志謀與工務課、包商疑有不法勾當，即著手監聽與蒐證。

　檢調調查，該工程完成驗收，承包商已在廿日向龜山鄉公所請款，調查員見時機成熟，漏夜向檢察官林秀敏回報，同時向桃園地院申請搜索票，趕在廿一日布線收網；中午時分，劉姓、吳姓營造公司員工，帶著一個牛皮紙袋到鄉長室，兩人步出之後，調查員衝進去鄉長室，陳志謀一臉錯愕。

　見事跡敗露，他向幹員說「我先去洗手間一下」即進入鄉長室內的廁所，不一會兒，從二樓窗口丟下一包牛皮紙袋試圖滅證；在樓下埋伏的調查員趕緊上前扣案保全證據，並採得牛皮紙袋上面的指紋。幹員打開牛皮紙袋，內裝十五萬元千元大鈔。

　外傳陳志謀在鄉長任內，大小事都有價碼，檢調查出他的回扣行情價約在六％，檢調昨日也約談工務課員楊永昌、許志強兩人；欽友營造劉姓、吳姓兩員工也一併約談到案。桃園地檢署傍晚緊急傳訊營造公司負責人、會計，及鄉公所會計等八人以證人身分到案說明，至於營造公司高層到底知不知情，還是下屬自己行為？仍在釐清其中。

　據了解，欽友營造從上任鄉長時即專門承包龜山鄉小型工程；線報指出，每一工程驗收後，即交付不等的經費做為回扣，但先前白手套疑似Ａ錢，未將全數賄款交付出去，才會出現首長「親自處理」的離譜情況。

　檢調昨日除搜索龜山鄉公所、查扣相關標案資料，也到陳志謀住家搜查，晚間以貪汙治罪條例移往桃園地檢署複訊，不排除向法院聲請羈押。

　桃園縣政府民政局長邱德順指出，若陳志謀貪汙聲押獲准，縣府會派任代理鄉長維持鄉政運作。
