劉憶如：研議暴利稅 總統也認可

　內定財政部長劉憶如下周上任，她昨日表示，目前台灣就「wind fall tax」（暴利稅），已對彩券課徵，未來會參考國外其他暴利稅項目，並視台灣國情，研議是否修法納入或加強稽徵。另外，劉憶如研擬召開財改會，後續可能在一個月內提出財改會委員名單，於三月初敲定，再舉行會前會，研商財改會的討論方向。

　關於暴利稅，劉憶如指出，馬英九總統也認為可以加強研議，因此很快就會著手研究其他國家有課徵、但台灣目前沒課的項目，有必要盡快討論。同時，很多大家習以為常沒繳稅的商業活動，其實依法要繳稅，那麼也應該要稽徵。

　劉憶如強調，大家都認同應課徵暴利稅；不過她並未點出還有什麼可納入暴利稅項目，僅舉例如國外有博弈利得課稅。對於彩券中獎目前課徵二十％稅率，未來是否提高，她說現在沒有明確答案，需要多一點研究。

　此外，提到富人稅，劉憶如認為，這個名稱不太好，還需要看內含項目是什麼，才能定下名稱。

　至於昨日傳出劉憶如表達任內絕不開徵證所稅消息，遭她否認，她強調關於證所稅或資本利得稅，她沒有預設立場。劉憶如說，她到財政部，「不是要做天翻地覆的改變」，稅賦議題是分配議題，沒有絕對的對與錯，希望在公平正義原則下凝聚共識，在這之前請外界勿對稅制或稅率改變做過多揣測。

　包括馬政府先前曾召開賦改會、財改會，劉憶如將於下周一正式上任後，立刻召集內部會議，討論如何再次召開財改會。劉憶如說，後續財改會要著重哪些議題由委員決定，之前的財改會與賦改會都討論到資本利得稅，因此這次如果又納入相關議題，「我也不驚訝」。同時，她也規畫多傾聽各界人士對財政改革的聲音，可能另行到各地舉辦會議，廣納雅言。

　劉憶如強調，財政就是收入與支出，政府理財可規畫大量運用民間的錢，開源除了稅或是公債，也可設想如何讓國內民間資金參與，或吸引國際資金到台灣加入公共建設。劉憶如在經建會主委任內大力推動全球招商，到財政部任職也不改其志，強調「不只找台灣的錢，也要把國際的錢找到台灣來」。
