看病找名醫 跑腿公司代人排隊掛號…夯

大陸近年不斷推動醫療改革，但看病難仍是棘手難解問題。不少病患為能看上名醫，半夜得熬夜排隊掛號，醫院因此衍生黃牛行業。最近在上海更出現具規模的「跑腿公司」，專為人排隊掛號。

新聞晨報報導，這些跑腿公司收取的費用並不便宜，三甲醫院（類似台灣的醫學中心）普通門診一百五十元人民幣（約六百七十五元台幣），高級專家門診三百到五百元人民幣，最貴的教授聯合門診高達三千元人民幣（一萬三千五百元台幣），掛號名額愈少跑腿費愈貴。

報導引述跑腿公司負責人稱，「我們出力，患者出錢，是雙贏。」生意好的時候，每天要接十多筆單，每個員工的月收入超過萬元。

負責人解釋，由於工商局不允許他們辦執照，他們只能暫掛在「快遞公司」名下。負責人說，他們和黃牛販票子不同，他們替人掛號是收取排隊的服務費，經常半夜就出門，且一人取一票，是勞動所得，不算惡意加價，也不像黃牛搶光所有的門診號。

一些律師也認為，替人跑腿掛號屬於被委託服務，是一種履約行為，只要沒有擾亂醫院正常就醫秩序，沒有惡意壟斷門診資源，收取一定勞動報酬是合理的。

大陸醫院會出現黃牛、跑腿公司主要和醫療資源不普及有關，大陸著名的醫院都在一線城市，尤其是北京、上海某幾家醫院，不僅外省市病患相信大病得到京城、上海才能得救，就連本市的病患也都湧入這些醫院就診。

各醫院充滿來自各地病患，醫院又因種種障礙無法開通網路掛號，導致各醫院掛號處門口就像貧民窟一樣，椅子、棉被、帳篷都出籠。
