「調劑」有2種註解。一為：使生活不過於勞苦或安逸；二則：配合藥物。藥事法及其施行細則等法條中並無「調劑」之定義，僅於「藥品優良調劑作業準則」第3條：本準則所稱調劑，係指藥事人員自受理處方箋至病患取得藥品間，所為之處方確認、處方登錄、用藥適當性評估、藥品調配或調製、再次核對確認取藥者交付藥品、用藥指導等相關之行為，有所描述。對民眾而言，其既非法定專業用語，自然萌生不同的見解與看法。

實際上，中藥的調劑不等於西藥之調劑，中醫藥自古以來都是醫藥分業（工），中醫（大夫、郎中）把脈診斷，經辨證論治，開立處方（藥方、藥單），病家持藥方到中藥店抓（析）藥。

「抓藥」是透過藥秤正確的從百藥櫃中將中藥飲片依藥方上所載藥材之種類及份量秤量出來的行為。此行為依行政院衛生署65年1月23日衛署藥字第88712號函解釋，中藥販賣業者依中醫師處方交付藥劑，屬於「配方」行為。上開行為不被視為「調劑」行為，當可知到中藥之調劑不等於西藥之調劑，因中藥材源自草、根、木、皮…等天然物，配藥份量大、毒性較小且安定性高；不像西藥幾皆為化學合成，劑量小、毒性大且安定性低。

故中藥之調劑或可更名為原抓藥（析藥）或配方（配藥）以別於專業門檻高的西藥之調劑。另從藥事法第15條可知，中藥販賣非專門執業人員，僅係藥商，法卻賦予中藥之調劑，因知其不等同西藥的調劑。

因此，我認為政府應該要修法訂定標準，讓中西醫藥發展齊頭並進，而不是嚴重尊西藥卑中藥，對於中藥相關問題也應依法論理，積極研議，有效處理。主管當局不應再予漠視且虛應故事。我們不願看到再一次萬人含淚走上街頭，付出重大社會成本，才能獲得一些解決及保障。
