軍公教確定調薪3％，勞工基本工資是否會比照辦理？勞委會主委王如玄21日指出，今年基本工資調高機率很大，去年基本工資調3.47％還不夠，她希望今年基本工資調幅，一定要比公務員加薪幅度3％還高。

立委則追問，是否可能呼應資方要求、讓外勞基本工資與本勞脫鉤，平息資方對調高基本工資的反彈？王如玄則表示，不論從保障本國勞工就業機會，或者國際勞工人權的角度，本外勞基本工資不可能脫鉤，勞委會反對脫鉤的立場無庸置疑。

立法院社福暨衛生環境委員會21日審查勞基法修正案，由於軍公教確定調薪3％，引發多位立委追問勞工是否也能加薪。

國民黨立委侯彩鳳則指出，公務員全國加薪3％，平均每位公務員可加薪2,230元，她因此主張，基本工資也應從17,880元調高2,230元，成為20,110元，她要求勞委會一定要爭取到不可，否則無法感動人心。

如果基本工資調高2,230元，調幅高達約12％，近年之內僅次於民進黨執政時期在民國96年的9％，因此王如玄不敢立即作承諾。

王如玄說，基本工資曾10年沒調，96年從15,840元調高到17,280元，去年調3.47％，並在今年1月1日適用，儘管幅度比公務員3％還高，但她覺得仍然不夠。

王如玄希望7月召開基本工資審議委員會，能朝積極正向方向發展，至少調漲3％以上，並從明年起適用。此外，月收入2萬元以下的受僱勞工佔全體勞工12.86％，薪資偏低是事實，勞委會有責任積極改進。

另外，國民黨立委陳杰曾提案修改勞基法，要求將勞工工時從現行雙周84小時縮短為每周40小時，讓全國勞工也可以比照公務員周休二日，王如玄之前態度極為保留，並強調今年一定不會實施。

不過，陳杰昨日再度追問王如玄，她首度鬆口，勞委會支持縮短工時，讓勞工可以周休二日是勞委會目標，勞委會正從人力調配、國定假日等面向，擬訂配套措施，但她仍強調，「先讓勞工加薪再說」，縮短工時目前沒有時間表。

至於有資方團體質疑，調漲基本工資只是會讓外勞受惠，王如玄表示，只要是實施基本工資制度的國家，對本勞、外勞都沒有差別待遇；調整工資時，如果讓本勞、外勞脫鉤，對台灣的人權形象也會有傷害。王如玄說：『(原音)如果今天台灣我們有最低基本工資，我們跟外勞薪資脫鉤的話，台灣其實在人權記錄上會被打一個大叉叉，國際勞工團體一定會去要求，所有下訂單給台灣的廠商，不可以再下訂單給台灣，台灣就變成是一個血汗國家。大家都沒有考慮到台灣是以貿易立國、貿易起家的，這個對台灣在全球的貿易會形成封殺的效果。』
