〔記者施曉光／台北報導〕立委接受招待出國又惹爭議！「立法院厚生會」部分立委昨受邀前往德、瑞、法等國參訪，出面招待的是中部知名大型醫療體系總裁。由於立法院新會期將審查二代健保案，因而引發聯想。

一位受邀但婉拒參加的立委私下表示，立委接受大型醫療體系負責人招待前往歐洲參訪，如果傳出去，對立委形象很傷，「民眾會怎麼看？以後二代健保還怎麼審下去？」

該名立委還透露，原本對方邀請目標人數是十位，但他覺得不妥，有兩位藍委也在他提醒後決定不去。

厚生會︰吸收知識 立委自己決定去不去

擔任厚生會會長的國民黨立委李鴻鈞澄清，厚生會與二代健保案完全是兩回事，厚生會存在已久，關注的議題不是只有醫療的部分，拿二代健保案來質疑參訪是「牛頭不對馬嘴」，「沒有參加歐遊團，遊說也一樣多」，參訪只是讓立委多吸收知識，去不去決定權在立委自己。

據悉，這個參訪團是由「秀傳醫療體系」總裁，也是前立委、「厚生基金會」創會會長黃明和出面邀請招待，行程共九天，將參訪德國等地醫療、長期照護體系與藥廠。由於二代健保修法方向攸關醫界與藥界利益，不少「敏感度」較高的立委都婉拒。

敏感度高立委婉拒 也有人說沒關聯

本身未參加的李鴻鈞解釋，厚生會每年都有安排參訪，為何過去沒人質疑？黃明和無法主導厚生會立委的想法，就算黃要拜託什麼法案，他也不見得會聽。不過，李鴻鈞也說，以往參訪活動他都沒有參加，「我也怕落人口實，所以不參加這種免費出遊。」

參與訪問團的厚生會副會長、民進黨立委陳節如則澄清，只有部分費用是由黃明和招待，但自費比例「不太清楚多少金額，還要再算」，參加立委不超過十位，行程與二代健保案無關，主要目的是參觀歐洲長期照護、環保與醫療中心現況，另外還將拜會德國、法國國會議長，具有半官方式參訪性質。
