重大爭議法案陸生來台三法修正，傍晚在立法院通過三讀，確定一限、二不政策，也就是限制承認大陸醫事學歷，陸生不得報考國安科系、不得考證照。上個會期，立法院教育委員會為了陸生來台三法，朝野多次爆發激烈衝突，包括趙麗雲暈倒送醫、洪秀柱站到男立委胯下、邱議瑩被推倒，最後是行政部門讓步，跟民進黨達成協議，這讓當初拼命死擋的藍營女立委氣到跳腳，杯葛一整天。


立法院議事空轉一整天，國民黨內鬨也一整天，好不容易終於開會，立法院長王金平一進場，就向民進黨立委打PASS，表示已經擺平國民黨內鬨，陸生來台三法修正，順利三讀。立法院長王金平：「修正通過。」

陸生來台三法修正，確定一限、二不，限制承認大陸醫事學歷，陸生不得報考國安相關科系、不得考專業證照，附帶決議不得打工。

原本前一天，朝野黨鞭就已經達成一限二不的共識，但沒想到過了一夜，國民黨爆出內鬨，教委會立委強力反彈，因為上個會期，她們為了反對民進黨的三限六不，可是犧牲色相、不計毀譽，死守到底。

立委(99.5.15)：「唉啊，我被壓得喘不過氣。」立委：「救命啊，她架著我。」

國民黨立委呂學樟：「妳罵誰無恥，啊？」國民黨立委趙麗雲：「我們是拿薪水來開會，不是拿薪水來打架的。」

洪秀柱以老姑娘之姿鑽到男立委胯下，一婦當關、萬夫莫敵，體委會主委出身的趙麗雲被打到昏倒送醫，娘子軍死守前線，沒想到行政部門卻對民進黨讓步折衷，這不是擺明「裝孝仔」，過去幾個月都是打假的嗎？

國民黨立委洪秀柱：「當初我奉黨的命令，在前線衝鋒陷陣、不顧形象，因為人家今天是對的，所以要有所改變嗎？荒天下之大唐，莫名其妙。」

但朝野黨鞭都已經協商有共識，怎麼可能推翻，儘管再多委屈，陸生來台修法還是過關，教委會娘子軍氣了一整天，最後還是不敵現實。
