衛署：17%醫院醫療業務外包

（中央社記者陳麗婷台北7日電）衛生署今天表示，醫療核心業務不得外包，明年將列入醫院評鑑。另據衛生署調查，17%的醫院有醫療業務外包經營，其中包括3家醫學中心的醫學美容、放射治療等都有外包情形。

衛生署長楊志良日前重砲抨擊醫院將醫療業務外包，並指將針對署立醫院一一整頓。

衛生署醫事處科長周道君下午受訪表示，衛生署在今年2月就已經公告「醫療機構業務外包作業指引」，明定醫院對於外包業務應負全部責任，並規範除偏遠地區人才羅致困難的醫院外，涉及診斷、治療、核心護理等醫療核心業務，都不得外包。

不過，很多醫院仍將洗腎、呼吸照護等醫療業務外包。周道君說，為管理醫院醫療業務外包狀況，明年起會將醫療核心業務不得外包項目，列醫院評鑑的必要項目。

另外，衛生署去年10月委託台灣醫院協會針對全國500家醫院外包業務所作的調查發現，有17%的醫院有醫療業務外包經營。

依醫院層級區分，醫學中心有業務外包現象比率為15%，3家醫學中心外包業務包括醫學美容、放射治療、核磁共振、正子造影；區域醫院為22%，地區教學醫院為26%，其他地區醫院為14%，外包項目以洗腎、呼吸照護、檢驗居多。

周道君說，在還沒有正式納入醫院評鑑前，也考慮公布醫療業務外包的醫院名單。
