寧波先進醫院 醫生拿兩成回扣

浙江寧波一張用藥清單近日在網上論壇曝光：「每開出一支通用名為氨曲南的藥品，醫生可拿到6.5元的回扣」。而驚現「回扣清單」的醫院，是剛剛獲得「2009年寧波市衛生行風建設先進單位」稱號的寧波市第一醫院。

京華時報引述新華社報導，目前，醫院已將庫存品全部退回公司，並對當事醫生進行誡勉談話。寧波市衛生局已介入調查，一旦查實藥企有賄賂行為，寧波將在全市範圍內封殺該藥品。

醫院撿到清單

發帖者說，這張清單是他在醫院撿到的，手寫的數位代表支付給醫生的藥品回扣。

根據清單顯示的數位計算，該藥品在該院共銷售4079支，銷售額13萬1751.7元，回扣2萬3755元。每支單價32.3元，每開一支的回扣是6.5元，也就是藥品單價的20％。

報導指出，清單中涉及最多人數的是肝膽胰外科住院部。該科有11位醫生的名字出現在清單中，其中7位使用量較高的醫生被註明了回扣金額，最高的一位總計開出372支，回扣2420元。

氨曲南遭濫用

據寧波一院有關負責人說，氨曲南是一種抗菌藥物，屬寧波市藥品集中招標的中標品種，臨床上主要應用在如腸道感染、尿路感染等感染性疾病的治療。寧波一院目前在用的氨曲南為粉針劑，規格有0.5克和1.0克兩種，價格分別為一支32.3元和59.2元。清單上所涉及的氨曲南為0.5克規格，屬海南一家製藥公司的產品。

報導說，醫院退休返聘的主任醫師李維邦透露，抗生素使用是有規定的，這個可能是二線藥，二線藥就不是首選。

據瞭解，該藥物在寧波一院只有主治醫生以上級別的醫生才可以開具，但事實並非如此。

報導說，「回扣清單」讓院方深感意外。寧波一院負責人說，得知情況後，院方和寧波市衛生局迅速介入調查。初步認定，清單上列出的醫生確係該院醫生，在寧波一院使用的藥品中也確有這種藥。

醫生承認錯誤

「醫院發現這起事件後，便會同市衛生局監察部門找清單中用藥量最多的醫生瞭解情況，並進行誡勉談話和廉政教育。」據報導，誡勉談話當天，就有當事人承認錯誤。

目前，官方調查藥企是否行賄，寧波市衛生局監察室主任蔣建偉說，一旦查實，寧波將在全市範圍內封殺該藥品，情節嚴重的，將對該企業進入招標序列的所有藥品給予封殺。同時，上報浙江省衛生廳，進入商業賄賂黑名單，兩年內該公司將失去在浙江省藥品招投標的資格。
