【台灣醒報記者林怡秀報導】吳揆指示衛生署需先解決藥價黑洞及醫療浪費等問題，署長楊志良更為健保請辭下台，對此，醫療改革基金會呼籲，衛生署應公開健保財務虧損密帳，藉機重新檢討健保調整案，解決各界對健保財務的疑惑，才能取得朝野及民間的共同支持，讓健保得以永續經營。

醫改會董事長張笠雲指出，談健保財務危機，不能只提健保財務虧損600億，光從收入面下手，還有健保給付支出、自費比例回升、醫師病床同步成長等三個數據，都是民眾必須知道的訊息。

首先是健保給付支出飆漲，張笠雲表示，自1996年的2, 248億元，飆到2008年4, 635億元，足足成長一倍有餘，平均年成長率超過8%。而2009年健保協商估計的支出，更上看4,736億元。

再來是自費比例又見回升，民眾自費佔總醫療保健支出的比例，健保開辦後由4成以上，逐年下降至3成，但近年又漲至37%，排名經濟合作暨發展組織（OECD）各國第三高，是OECD中位數的2倍。

最後是醫師、病床同步成長。醫改會表示，台灣病床數從1995年底的89,659床，成長到2008年底的143,121床，成長率近6成。每萬人口的醫師數由健保開辦前的16.2名，增加到2008年底的23.2名，成長43.2%。但醫改會質疑，為何民眾還是住不到病床、掛不到號？

張笠雲指出，健保給付逐年成長，但民眾自費比例又漸回到健保前的水準，衛生署必須先提出更多關鍵數據，解決各界對健保財務與支出、品質管理之間關連性的疑惑，醫改會才能真正接受健保改革方案，協助健保修法。

就怕是提供出來的不合妳用，妳不講

只想看到、只想講妳要講的。不然，自費比率提高的數據是哪來的?妳一家一家醫院診所去問來的嗎?

既然提到了數據，應該要就事論事，自費的項目提高的有哪些? 醫美的項目算不算?

還是剖腹產? 這些民眾自主性選擇的自費比例又佔多少? 既然要提出來就該講清楚啊
