吳揆：不簽ＥＣＦＡ 台灣有沒頂危險

〔記者劉榮／台北報導〕行政院長吳敦義昨在立院答詢強調，不簽兩岸經濟協議（ＥＣＦＡ），對台灣非常危險，「不簽就有立即沒頂的危險，就完了」。

國民黨立委羅淑蕾昨在總質詢表示，政府對ＥＣＦＡ宣傳方向錯誤，只宣傳好的，不講壞的，「不敢面對現實」，產業如何因應、怎麼幫助他們，統統都沒有講。她並質疑，兩岸若無法簽成ＥＣＦＡ，政府有沒有因應之道。

吳敦義說，現在很難去想像，當東南亞國協愈來愈多成員國，組成一個區域聯盟，只有台灣被排除在外，「那個難以想像的痛苦」，將來台灣產業如何能跟韓國競爭？韓國產品進入中國不用九％關稅，台灣卻要付這筆關稅，「不管是哪個行業都倒」。


羅淑蕾說，中國很多官方文獻報導，不可能只有台灣農產品可以到中國，中國的農產品不能到台灣來；現在大家的底牌都看不到，假如兩岸簽署ＥＣＦＡ，台灣又陸續跟東協國家簽訂自由貿易協定（ＦＴＡ），但中國要求東南亞國家，台灣產品必須標明「MADE IN TAIWAN（CHINA）」，或是「MADE IN CHINESE TAIPEI」，那政府該如何因應？會不會矮化主權，被中國控制？


經濟部長施顏祥表示，台灣產品行銷世界都是註明「MADE IN TAIWAN」，這是存在已久的事實，以後不會改、也不可能改。


吳敦義答詢說，推銷一個東西，怎麼還沒賣就一直講缺點？現在就是努力來做，全力以赴，希望能夠成功，「因為不簽，對我們非常危險」；不可能一直講缺點，還沒開始談，就開始講談不成，「就像不可能還沒談結婚，就在想離婚」。

2004年11月29日中國與東協在寮國首都永珍簽署「中國―東協全面經濟合作框架協議貨物貿易協議」，朝推動成立自由貿易協議區（東協十加一）的方向推進。為達到2010年中國―東協自由貿易區物流零關稅的目標，雙方決定自2005年開始，針對部分貨品開始協商免稅，再逐漸擴大到2010年時達到全面免稅的目標。另一方面，日本與韓國也宣布將自2005年開始，與東協十國協商自由貿易區談判，以作為成立東亞自由貿易區（十加三）的起步。
