吳揆：兒童節婦女節 應恢復國定假日

（中央社記者蘇龍麒台北23日電）行政院長吳敦義今天表示，他同意兒童節與婦女節都應該恢復成國定假日，目前內政部正規劃中；但對於國定假日遇週六、日應否補假，吳敦義認為，應考慮國家生產力是否減損。


吳敦義傍晚在立法院接受國民黨籍立委吳育昇施政總質詢時，做上述表示。


吳育昇指出，內政部研議將國定假日法制化，他認為國定假日遇週六、日，西方國家都會順延放假1 天或提前補假。台灣去年4個國定假日、今年將有2個國定假日因逢週六、日而沒有補假，國定假日法制化後，應還給人民公平放假空間。


他說，兒童節也應該恢復為國定假日，成為國家親子日。


吳敦義表示，放假日過多、過長如果造成國家生產力降低也不好，但是如果對於國家生產力沒有減損，台灣放假又放得比別人少，補放假也無妨。


至於兒童節恢復國定假日問題，吳敦義指出，現在婦女占半邊天，因此，他認為兒童節與婦女節都應該恢復為國定假日，內政部對此正規劃中。


內政部長江宜樺說，內政部對於國定假日問題召開多次會議，未來將會公布相關假日放假問題。目前各部會已經有初步共識，有些國定假日明定放假。至於特定宗教日，則將紀念不放假。

依我國現行勞基法以及施行細則規定，適用勞基法的勞工其國定假日共有十九日，其中包括婦女節以及兒童節合併假日，日期明訂為清明節前一日，通常是四月四日。至於公務員依據公務人員週休二日實施辦法，婦幼節並未休假。


也因此，內政部研擬「紀念日及節日實施條例草案」，將四月四日兒童節訂為國定假日，除非勞委會另外修正勞基法施行細則，否則恐怕勞工並無法多放一天假。


勞團呼籲，公務員與勞工一國兩制，將加重勞工的被剝奪感，有鑒於台灣勞工在國際間仍屬高工時族群，政府應該重新審視全面週休二日的可行性。


勞委會勞動條件處處長孫碧霞則指出，會密切注意內政部法案進度與方向，再決定是否在名稱，或是日期方面，進行調整。

江宜樺表示，為避免總放假日數超越其他國家，內政部不會明訂國定假日若遇週末須再補假，盼在總放假日不變的情況下，請人事行政局研議。
