找錢 靠土銀釋股400億？靠舉債？

政府擬藉土銀釋股籌措400億重建經費，引發立院藍營反對，黨政人士指出，土銀釋股案引起質疑的另一個重要原因，是土銀有龐大的土地資產，質疑者認為政府100%持股的土銀一旦為災後重建開啟釋股大門，未來一定會有有心人推動進一步民營化，政府看似短期得利，長期卻可能損失龐大的國家資產。

黨政人士質疑，財經官員推動公營行庫釋股的動作，不論是民進黨或國民黨執政，都沒有改變，但這些財經官員退休後往往毫不避諱地馬上轉任公民營行庫管理階層，每個月同時領取公職人員退休金和行庫豐厚的薪水，有人年薪甚至因此超過院長層級，不斷推動釋股的財政官員應摸摸良心，釋股案有沒有私心？

黨政人士表示，土銀釋股案帳面上會讓政府每年立即損失至少16億收入，更令人憂心的是土銀擁有龐大的土地資產，長期以來土銀民營化之所以引起關注，很多質疑者就是擔心民營化後，土銀擁有的龐大土地也不再歸國家所有。

該人士指出，雖然現在有關單位強調，土銀只釋股40%，釋股後官股仍可保有經營權，沒有民營化問題，但更多人擔心，土銀一開釋股大門，有心人後續運作就容易，未來一旦政府需要籌措經費，又有人會找土銀下手，一旦官股低於50%，土銀就不受政府及立法院監督，龐大的土地資產也將流向財團。

黨政人士說，台肥就是血淋淋的例子，當年政府賣台肥獲利不到50億，最後要買回台肥擁有的土地興建南港世貿展覽館，卻花了97億，政府到底是獲利還是損失？明眼人都看得清楚。
