全球景氣衰退，各國領袖都在搶救經濟，馬英九總統自認他已經做得不錯了。他九日晚間和黨內立委餐敘時表示，日前有某雜誌訪問日本趨勢專家大前研一，提到馬英九的民調滿意度不高，沒想到大前研一告訴對方，「不然我拿麻生太郎跟你換好了！」馬的玩笑話讓在座人士都笑開了，意思是全球景氣差，幾乎所有國家領導人都碰到民調低的問題。


日前日本媒體報導，麻生太郎支持度只有十九個百分點，堪稱民主國家領袖中最低的一位。


針對兩岸經貿合作架構（ＥＣＦＡ），馬英九也指出，東協加一明年開始生效，如果當下不謀求對策，台灣將更邊緣化，但他也強調，雖然現在ＥＣＦＡ八字都沒一撇，但簽署後一定會送立法院審查，若立院堅持杯葛到底，政府也會欣然接受。

〔編譯鄭曉蘭／綜合報導〕日本大型建設公司「西松建設」的政治獻金風暴，狂掃日本政壇。繼強勢問鼎下屆首相的熱門人選—在野民主黨魁小澤一郎，因獻金疑雲搞得灰頭土臉之際，執政的自民黨也傳出現任經濟產業大臣二階俊博，違法向西松兩個政治團體販售餐券。即便當事人強調一切合法，民調卻顯示大多數民眾已厭倦兩大政黨互相比爛，就連自民黨內部也有人認為就算醜聞拖垮小澤，麻生屆時也沒有藉口繼續戀棧。


四成七日人 不想從兩人二選一


「讀賣新聞」最新民調指出，即便小澤一郎以及民主黨聲望因獻金醜聞大跌，麻生內閣支持率在醜聞爆發後續跌至十七．四％。小澤個人支持率從四十％跌至三十五％，麻生個人支持率從二十四％微幅增加至二十六％，不過有高達三十八％民眾認為「兩人都不適合當首相」。此外，「產經」民調四十七％民眾不想從兩人中二選一。


自民黨青壯派不諱言，「內閣支持率低迷，絕大部分與首相本身有關，很難有起色」。黨內前閣員甚至透露，要是小澤因此下台，整體氣氛當然也會要求更換麻生首相。


此外，日本檢方調查發現，「西松建設」為了規避「政治資金規正法」中，針對單一團體或個人單次購買餐券的上限規定，於是以退休西松職員掛名成立的政治團體「新政治問題研究會」以及「未來產業研究所」的名義，於二○○四至二○○六年間，總計向二階俊博的政治團體「新波」購買約八百三十八萬日圓（約台幣兩百九十五萬）的餐券。而且，西松的兩團體有多次購買餐券的單筆金額，都超過法定上限。


檢方認為西松的兩個政治團體都只是幌子，實際活動及出錢的都是西松本身，若二階在明知資金來源的情況下出售餐券，不論西松或二階都涉嫌違反「政治資金規正法」。西松相關人員透露，西松的政團要向誰購買多少金額餐券，全由幹部接獲議員請託後，最後由總公司統一決定。二階本人九日在國會中對此回應：「我不記得曾從西松那邊收取這樣的資金。」麻生也說：「媒體報導來源並不正確，我們不會根據這樣的報導進行調查。」言談透露自民黨不準備進行調查。
