招收陸生學士班 端看立院進度

採認大陸學歷的政策箭在弦上，教育部長鄭瑞城明天將在立法院教育委員會中，針對陸生來台及採認大陸學歷，進行專案報告。不過目前和開放陸生所牽涉到的法令都還沒有鬆綁。教育部表示，三大法令如果在本會期順利通過，今年度就可招收陸生；如果延宕到下個會期，今年就只能先招收碩博士班。(陳映竹報導)


陸生開放來台就讀牽涉三大法令修法，包括大學法、專科學校法以及兩岸人民關係條例。不過目前這三大法令還靜靜躺在立法院。如果立院加快腳步在十三號、本會期前法案大清倉，順利通過，教育部高教司長何卓飛表示，就陸生來台部分，九十八學年度的學士班、碩博士班的可順利招收陸生；若拖到下個會期才通過，就只能招收碩博士班學生。


至於採認大陸學歷是否可溯及既往？教育部官員透露，可能朝不溯及既往方向擬定政策。


不過，政府政策細節曖昧未明，讓報考2009年大陸研究所的台灣學生暫緩腳步。根據被授權代辦報考中國大陸研究所的台灣夏潮聯合會統計，考生人數只有480人，不只較前一年的608人減少兩成，更創下了近四年來的新低，跌破專家眼鏡！


夏潮聯合會副會長陳福裕分析，人數下滑除了因為北大及清大等熱門的學校改採申請制，台灣政府的三限六不、不採認大陸中醫學歷的政策，也讓台生有打退堂鼓的現象。
