國營企業瘦身 南韓大裁員

經濟衰退聲中，除了私人企業積極減肥，目前世界各國政府、國營企業也吹起瘦身號角，以減經財政負擔。繼美國加州政府宣布將精簡人事，南韓也宣布國營企業將於未來3至4年間裁員1萬9000人，可減少人事支出13%，並變賣多餘資產，開源節流雙管齊下。

南韓企畫財政部21日發表第4次公共機關先進化推進計畫，包含韓國電力和鐵道公社等69家國營事業將陸續裁員，幅度在10%至37.5%，共1萬9000人。國營事業將實施與業績掛鉤的年薪制，農村公社、農水產品流通公社、電力安全公社等，將辭退業績不佳的職員。

搭配其他計畫，預估可節約國家預算1.7兆韓元（台幣429億元）。國營企業還將變賣土地與資產，籌措財源8兆5000億韓元（台幣2,145億元）。

在金融危機中，國營企業也選擇順勢操作，從事改革。南韓國營企業整頓可能真如政府規劃，於3、4年內完成，但有燃眉之急的金融改革，則因國會的嚴重杯葛，許多還難見眉目。

南韓經濟為出口導向，為支撐快速走緩的經濟，總統府與官僚已草擬數百項措施，但目前僅12項於國會過關。國會亂象，可從反對黨國會議員上周於國會上演槌攻、以電鋸鋸門的戲碼看出。執政黨「大國家黨」最後於混亂中提交美韓貿易協定的法案。

南韓的執政黨雖為國會多數黨，由於有多個委員會的主席，是由反對黨「民主黨」出任，因此即使反對黨人數少，卻能發揮最大反對力量，形成提交法案難，封殺法案容易局面。

一周前，執政黨也是在反對黨的強力杯葛中，通過2009年的284兆5000億（2070億美元）總預算。政府對此鬆一口氣表示克服經濟危機有望。新預算將多數用於建設社會基礎設施、提供中小企業融資、協助弱勢族群。

同時政府承諾將在明年上半年快馬加鞭，讓政府支出完成七成，以加速刺激景氣復甦。
