幫囚犯戒毒「侵犯人權」 監獄判賠20萬

　英國法院裁定，漢普郡的溫徹斯特監獄強制三名受刑人戒斷毒癮，不給予海洛因或其他替代藥物，侵犯受刑人的人權，判賠每人三千八百英鎊（約台幣廿萬元）。

　這三名受刑人總共獲賠一萬一千四百英鎊。過去一年來，該監獄先後遭七名受刑人提告，總共已賠償五萬英鎊。其中一名囚犯獲賠一萬四千二百五十英鎊，原因是遭其他囚犯毆打，另外也有人因「運動傷害」獲賠九千英鎊。

　英國司法部的資料顯示，他們總共已支付六萬英鎊給漢普郡和懷特島郡五所監獄的十四名受刑人。

　對此，英國納稅者聯盟（The TaxPayers’ Alliance）大表不滿，抨擊英國監獄的賠償文化已淪為這些罪犯的免費提款機。發言人華勒斯說：「守法納稅人必須支付賠償金，只因這些有毒癮的囚犯，不允許在監獄內繼續吸毒？這實在令人作嘔。」
