特管辦法修法是解決醫美亂象還是助長混亂?

不經專科訓練的醫師可以開刀？衞福部「特管辦法」修正與維護民眾就醫安全背道而馳。台灣美容外科醫學會5/3表示，衞生福利部醫事司司長石崇良於4 /17 召開「特管辦法」條文修正會議，在會中直接開放全國醫師不必經任何專科醫師訓練，即可執行所有號稱「低風險」的美容醫學手術（如雙眼皮，隆鼻，隆乳⋯等），此舉讓美容醫學大開「方便之門」，政府機構明顯忽視維護民眾醫療安全的責任，亦違反專科醫師分科及甄審辦法，公務人員應秉持公正公平原則，不應讓人有不當聯想。

台灣美容外科醫學會指出，學會曾於2017年拜會衞福部，並於會中和陳時中部長在媒體面前共同宣示「保障民眾醫療安全」的決心，當時正值國內食安問題頻傳，眾人皆對衛福部缺乏信心之際，學會始終表達支持衛福部的正向力量，反觀本次會議決議，除了程序草率外，也不尊重整形專科醫師的專業主權，更放棄為民眾進行美容整形療程的安全維護，無疑讓民眾面臨醫療安全的風險。
應遵守專科醫師訓練制度 避免四大皆空更加嚴重
本次特管法修正會議，表面上限制了幾項只有少數醫師才能從事的「高風險」美容手術，實質上，等同告訴全國的醫學生，醫師，民眾，美容醫學療程無須訓練，只要有醫師執照就可以執行「幾乎」全部的美容手術。執政者當天邀請眾多非部定專科醫學會參與會議，當然各執一詞，發言冠冕堂皇，現場開放各科醫學會「認領」手術項目。這是假民主，以政治考量，施行多數決暴力！
此例一開，恐對年輕醫療人員的培訓造成不良影響，除了上述原因外，還包括了年輕醫師的投機心理：何必辛苦經歷專科住院醫師訓練？醫學院畢業後就可直接跳入醫美市場。這跟過去減增肥逃兵的心態一樣，只圖輕鬆賺錢，就沒有人會想要紮實的辛苦訓練和增加麻煩。這不是可能，而是已經發生的現在進行式。試問：一般大眾對這塊也許不甚了解，所以可能遭受蒙蔽，但今天如果是參與修正會議其中的公務人員，其親屬如需就醫，難道會選擇只有訓練幾個小時，甚至不必訓練的醫師，進行醫療行為嗎？天地良心，相信答案是否定的！
應重新檢討 避免糾紛亂象
一個幾乎完全放行的醫學管理，等同直接開放，等同衛生福利部直接背書，那又何必大費周章假裝「特管」？如此做法，豈非形同對醫美「特別不管」？衛生福利部不是不能管，而是，沒有行政擔當！不要等下一次八仙塵爆來襲時，才發現沒有整形外科醫師。已經破壞的部定專科醫師制度，是沒辦法回頭，且無法彌補的。衛福部修正特管法應三思！
台灣美容外科醫學會對上述「高風險美容手術界定太少，低風險美容手術只需有醫師執照即可施行，美容手術特管法夾帶麻醉醫療管理」的草率修法，表達嚴正強烈抗議，不排除將發起一連串行動，希望衛福部嚴肅看待。
請衛福部暨醫事司，仔細評估與衡量，懸崖勒馬，避免台灣目前醫美亂象與糾紛頻傳的事件一再上演，這是有為政府和有擔當部門，不可逃避的施政態度。衞生福利部不應一意孤行，理應為民眾醫療安全，負起政治責任！
