患者欠款簽本票？北榮︰依法催收

北市議員童仲彥昨受理民眾陳情，指有婦人因欠款6萬元，被台北榮總要求簽本票還錢。北榮隨即喊冤指出，公立醫院依法有義務催收欠繳的醫療費用，且當時有詢問對方要選擇自費還是健保醫材，並在社工室輔導員協助、本人同意下才簽了本票。

童仲彥昨邀請受傷的曾婦女兒廖小姐出席記者會，廖小姐表示，她的母親因車禍導致手骨折、臉部、胸部多處挫傷，送往台北榮民總醫院開刀急救。出院時，母親因為繳不出近6萬元的醫藥費，被要求簽具本票才得以出院，母親為此嚇到睡不著並到處借錢，身為榮眷，竟受如此殘酷對待。

廖小姐說，她當時因交不出費用，院方交給她一疊資料，其中包括本票，院方人員當時表示，只要有人簽就行，但她找不到別人，只好自己簽；她說，院方人員說如果不簽，也「有其他方法」，她很怕是指「黑道」會來討債，嚇得幾天都睡不著。

北榮表示，該名53歲女性於上月6日，騎機車行經台北市承德路時遭轎車撞飛，緊急送往該院急診室，隨即在當日中午以前完成手術，院方當時詢問要選擇健保醫材，還是5.8萬元的自費醫材，患者和家屬表示，因有保險理賠，所以選擇自費醫材，出院時卻表示「保險給付未下來，需先欠款」，所以在社工室輔導員協助下簽署本票、日後還款，接著便順利辦理出院。

衛福部醫事司司長石崇良表示，北榮的作法並無違反醫療法規，並強調各公立醫院、財團法人醫院均有各自追討欠費的做法，只要不逾越法律規定即可。
