新北聯醫將不再委外

醫院不只人力外包，連核心醫療業中的呼吸照護病房及檢驗部門的核磁共振也委外經營。審計部資料指出，新北市立聯合醫院2004年起（當時是台北縣立醫院）將呼吸照護病房委外，恐影響病人權益；聯醫表示，今年底契約到期後，不會再將核心業務委外。

衛生署去年2月公布「醫療機構業務外包作業指引」，明定醫院涉及診斷、治療、核心護理等之醫療核心業務不得外包，新北市聯合醫院自2004年12月20日起，將院內呼吸照護病房外包，且承包廠商非屬醫療機構，明顯失當。

新北市聯合醫院表示，公立醫療院所補助愈來愈少，但為服務地區民眾設立呼吸照護病房，因經費不足、人力短缺，才會以委外方式辦理；今年12月19日契約到期後，呼吸照護病房將由聯醫自行營運。

台灣女人連線秘書長蔡宛芬認為，醫院將急診、洗腎、呼吸照護病房委外經營，影響最大的就是病人的權益。
