署醫弊案 衛署：一定要揪出魔鬼

衛生署長邱文達上任一個多月，就爆發署立醫院採購收賄弊案，昨日赴立法院進行專案報告時，幾度被朝野立委問到只能以苦笑來回應。但邱文達強調，面對此事深感痛心，不僅當場向全民道歉，並允諾將在一個月內完成署醫體檢；而副署長江宏哲更誓言一定要揪出魔鬼。


衛生署署立基隆、新北市及桃園醫院爆發採購弊案，醫管會執行長黃焜璋及署立基隆醫院院長李源芳，疑似圖利特定廠商收受賄賂遭法院裁定收押，署立台北醫院副院長王炯琅等人則分別以十萬到三十萬元不等交保。


昨日，邱文達前往立院進行「所屬醫院相關醫療採購弊案」報告時坦言，剛接任署長時就耳聞基隆醫院有人被約談，但當時還不曉得問題這麼嚴重，直到檢調收網，才驚覺原來涉及的層級這麼高，「我壓力是蠻大的」。


賴士葆質疑，其實審計部在民國九十八年所提出的決算審計報告，就點名基隆跟台北醫院：「辦理醫院採購案欠周延，有待改善。」結果衛生署卻還是後知後覺，該主動移送調查卻不移送，導致現在「大咖」醫師都捲入弊案，「不是慢一拍，而是慢了Ｎ拍！」


對此，邱文達表示，衛生署已準備邀請公益、公衛、醫療、管理、護理等領域的專家，建立第三者監督機制，深入體檢署立醫院，並檢討採購流程，大幅限縮主管權限。至於需要多少時間？他說，預計將在一個月內完成署醫體檢，三個月完成歷年採購案的逐件清查。


江宏哲則表示，針對具有集中或集團性的採購案，衛生署將展開逐案審查，釐清合理性、適當性與需求性，看看還有哪些「魔鬼」在裡面。衛署仍有未爆彈，衛生署誓言揪出魔鬼。


江宏哲說，另為免「萬年院長、萬年副院長」易衍生弊端，即日起署醫院長、副院長除維持一任三年、得連任一次，且原則上六年任滿即應下台擔任非主管職，不宜再調往其他署立醫院「連任」。

一年一調不是更好?業務不熟 就很難上下其手啦

奇怪 邱署長擔任萬芳院長多久了?很多私立醫學中心 院長一做二十年 為什沒有傳出重大的採購弊端?

問題是在公家企業慣有的 保護過度 不求績效的體質 跟講究背景的升遷制度 避重就輕 推給任期或輪調制 好奇怪(雖然任期制不是壞事)

公辦民營才是好辦法

在全民強制納保下 署醫 市醫濟貧的角色已經大幅萎縮 有些地區可能比不拿政府一毛錢的宗教醫院還少

也可以說 現在全台灣每個有跟健保簽約的醫院或診所都被強迫帶有一些公益性質

僅存的公衛部分 值的一年幾時上百億的預算嗎?

乾脆公辦民營 讓民間發揮效率 至於省下來的錢 也不要留出占GDP已經過低的醫療費用 部分可以用來補助公衛 大部分用來補貼健保虧損的部分才對

現代政府只要管資源稅收的適當分配 不要到處經營公營事業
