外商獨資辦醫院 大陸准了

　　醫療機構獨資進中國門戶漸開。據第一財經日報引述接近大陸衛生部權威人士消息指出，大陸衛生部在內等多個部門已達成共識，同意開放外資在大陸獨資經辦醫療機構，具體實施方案尚未公布。

　　此前，兩岸經濟合作架構協議（ECFA）早收清單也納入醫院服務業，明訂台資可在大陸5個省市獨資設醫院，包括海南、福建、廣東、江蘇省及上海等，皆是台商人數較多的地方。

　　據第一財經日報報導，該名權威人士透露的消息是繼2009年大陸推出深化醫改方案，以及今（2010）年2月公布「關於公立醫院改革試點的指導意見」，先後確立鼓勵社會資本進入大陸醫療領域後，大陸相關部門第一次有正式的舉措。

　　報導指出，自2009年大陸深化醫改方案公布後，大陸國務院計畫3年內投入8,500億元人民幣（下同）醫改資金，今年相關部門統計數字顯示已累計投入3,700億元；不過，真正處於醫改核心的公立醫院改革，幾乎仍未鬆動。

　　而至於開放在大陸獨資設醫療機構，可望為外資帶來多大的效益？長期從事醫院改革研究的北京群英諮詢管理公司董事長劉會對記者表示，目前還不清楚開放程度有多大，以及是否會先試點、醫保接續、職稱評定如何解決等問題，難以判斷能起多大的作用；不過他認為，如確實有實質性的政策開放，最顯而易見的好處，就是讓醫療資源合理流動。

　　據了解，由於考量醫療行業的特殊性，外資銀行在大陸設立醫療機構，須採中外合資或合作的模式，且多數為規模較小的診所或醫院；不過，大陸衛生部公布數據顯示，大陸醫療機構診療人數正在逐年上升，醫療市場商機驚人，外資紛紛搶進，想分一杯羹。

　此外，在兩岸簽署ECFA後，大陸同意開放台商在大陸獨資設醫院，先前媒體曾引述台企聯會長郭山輝意見表示，此將有助台灣醫療院所進軍大陸市場。

　　而台灣衛生署醫事處處長石崇良則指出，台灣地區醫療資源已飽和，有意籌設醫院者，恰可轉赴大陸；再者，台灣醫管相關人才及藥師、物理治療師、醫檢師等醫事人員人力已經過剩，這次開放也能提供新的就業機會。

希望官方所言是事實，放他們到大陸去興風作浪，不也是一種以夷制夷、一石兩鳥的妙方。健保良政讓呆丸的大小醫院、診所通通一視同仁依量謀生。大家都要為五斗米折腰，為求生存，在這小島各出其招，必須無所不吃，為搶奪病人，殺到血流成河，政府確實也要負起一些責任。
