〔自由時報記者王孟倫、高嘉和／台北報導〕台灣中油公司二○○八年從事油品期貨，竟然慘賠三千六百萬美元，約十一億元新台幣，不僅過去被監察院糾正，週一再遭金管會罰款，罰款的理由是虧損發生後二日內未申報，罰款對象是前任中油董事長潘文炎，金額為24萬元。

一位期貨業者表示，虧損十一億元，等於是國內一家期貨公司的資本額；據透露，中油的這筆交易契約是在新加坡店頭市場（ＯＴＣ），以「對作」方式和其他交易商進行，這一類交易，不僅流動性較差，一旦看錯市場方向，又沒有在商品期貨市場避險，就會慘賠。

中油主管說，從民國八十六年起，政府開放中油可以在限額、限量下進行期貨交易，年度金額上限為三千萬美元，數量限制在原油與成品油各每月三十六萬桶。若虧損達到三千萬美元，則必須進行停損控制，強制平倉出場。

中油主管說，他們是以成品油外銷量的二十％為額度，並以與杜拜原油每桶價差二十美元為基準進行避險交易。如果市場價差超過二十美元，中油就少賺，反之，如果市場價差低於二十美元，中油就多賺；前者是虧損，後者是獲利。

不過，二○○八年原油大幅上漲，到當年五月成品油外銷與原油價差達到四十美元，遠超出中油當初評估，中油只能慘賠出場。
