新貴炒豪宅 老樹竟遭殃

面對民間反對賤售國產的呼聲，雖有五百坪以上不出售的政策，卻極可能用BOT（Build、Operate、Transfer，民間興建營運後轉移模式）的方式賤租給財團，期滿之後環境都搞壞了還要幫忙擦屁股。財政部轉而大量出售五百坪以下的國有土地，這些小面積土地大多是日治時代以來的官舍和眷舍，院中巨大的老樹也因此遭殃，政府從未計算這些老樹生態價值所帶來的外部效益，市民良好生活品質，和國家首都歷史文化資產，正被建商銅臭鯨吞蠶食。
台北市徐州路十號102坪的標案，分明是建地與人行道兩筆土地，政府竟窮到連人行道都賣，具體而微揭露了官商聯合炒樓，不但庶民無立錐之地，老樹也連帶遭殃的標準流程。


學生肉身擋挖土機
國有財產局於2006年9月將本案以1.95億元脫標，換算每坪土地高達190萬元，創下區域新高，建商並以隔壁八號為首富郭台銘「起家厝」為號召，一層一戶一億元令人咋舌。在尚未動工的情況下，兩年內就以2.7億元轉手，憑空獲利35％，接手的「富泰營造/富豊建設」則向市府申請移除人行道上的三棵老樟樹。
看從小仰望長大的老樟樹將被迫移植，居民組成東門護樹志工隊，共吸引三千人連署，比鄰的台大學生會也走出校園，以肉身擋在挖土機前。居民甚至到圖書館翻箱倒櫃，找出1931年徐州路就已開闢的證據，相片明顯看出成排的行道樹，台北市政府懼於私人產權已成事實，不敢捍衛公共利益，樹保委員會則猶豫於無直接證據遲遲不敢定奪。不堪等待的建商，則揚言強行動工。
從竹科電子業廠辦發跡的建商，以高科技及周邊的二級產業累積巨大財富，晉身土地炒作的高利潤投機事業，印證地理學家哈維的資本累積理論。建商手握首都核心區的稀有籌碼，享受徐州路老樟樹綠色隧道與市長官邸區文化所帶動的地價效益，卻為地下停車場容積的蠅頭小利，堅持移走「擋路」的老樟樹。以綠建築生態設計獲獎聞名的郭旭原建築師，未能做出讓建商與居民雙贏的原地保留方案，若這棵老樟樹像松山菸廠老樟樹移植後死亡，專業豈不是成了幫兇？


綠樹能為房價增值
已故的茂迪科技董事長鄭福田先生，為台灣在太陽能產業的激烈競爭中立下根基，並設立以保護樹木為宗旨的基金會，不惜巨資請來樹醫生為徐州路住家旁的老樟樹醫治褐根病，生前與癌症搏鬥時猶掛念這些老友。急於躋身於首都上流社會的暴發戶，既不懂得綠樹為房價增值的減碳潮流，也視企業社會責任為無物，這群為富不仁的竹科新貴，在股王風範之前不知汗顏，豈能成就一番大業？
