忌憚中國 馬政府放棄提案返聯

〔記者范正祥、李欣芳／台北報導〕向中國釋善意！第六十四屆聯合國大會九月十五日在紐約聯合國總部召開，權威消息來源昨透露，有關今年聯合國推案，馬政府將不在聯大提案，「沒有像去年那樣的提案作法」，外交部預計本週對外說明。

馬選前返聯承諾跳票
不過，二○○七年九月總統參選人馬英九參加返聯公投遊行時，曾發表聲明指出「我們參加今天遊行，不為別的，是為了傳達我們全民的心聲──要為我們國家爭取在國際社會的平等地位，同時也要重振台灣的經濟，讓人民的生活好起來」，這項選前承諾如今再度跳票。

馬政府推案但不提案，是台灣自一九九三年開始推動參與聯合國案以來，作法的重大改變。高層官員不諱言，「這是馬政府向北京當局釋出善意！」希望中方能有體會，落實擱置爭議的政策思維，正視在現有的聯合國專門機構中，有些對台灣利益有重大影響，應透過方式讓台灣以適當身分參與。

綠批外交休兵嚐惡果
民進黨質疑，這正是馬政府推動外交休兵政策的惡果。文宣部主任鄭文燦表示，馬政府不敢得罪中國，而中國也沒有對台灣釋出善意，這個事件彰顯了外交休兵的失敗。民進黨將要求馬政府說明清楚，是否已徹底放棄我國參與聯合國、重返國際社會的各種努力。

根據聯合國大會議事規則，「任何聯合國會員國或主要機構或秘書長可請求在議程內列入補充項目，但至遲須於常會既定開幕日期前三十天提出」。八月十五日是提案關鍵日期，台灣並未宣布循過去模式於三十天前期限內委請友邦提案。

去年提案即自我退縮
去年馬政府上任後首次推案，未延續前年直接挑戰聯合國席位的作法，當時內部就有歧見，擔心引起放棄主權、未強調台灣主體性的批評；今年連「依樣畫葫蘆」像去年那樣提案都不為，馬政府將面臨比去年更大的考驗。

去年九月中第六十三屆聯合國大會開議後的總務委員會，曾討論馬政府上任後首次推案，台灣友邦提出「需要審查中華民國（台灣）二千三百萬人有意義參與聯合國專門機構活動的基本權利」案，是否列入大會議程補充項目之一。最後採「一對一辯論」處理，經台灣友邦索羅門群島及中國分別說明立場後，主席徵得總務委員會成員同意，裁定因尚無共識，建議不列入大會議程。

外交高層指有新作法
外交高層解釋，馬政府評估國際間支持、兩岸關係等多重因素後認為，聯合國「推案」可以有不同的方法，「推案」不等於「提案」。今年「未在聯合國提案，並不表示台灣放棄主權或不想成為聯合國會員」，「我們有新的作法」，希望把推案的力道放在務實爭取參與聯合國的體系，具體鎖定若干個「聯合國專門機構」，而不贊成直接挑戰、衝撞最困難的聯合國本身。

至於所謂「新的作法」為何？據悉，主要負責推案執行的外交系統，被動配合總統府和國安會指令，並無主導權，眾多駐外館處也不清楚政策的內容。
