〔記者蘇永耀／台北報導〕台灣智庫昨邀前政務官對救災進行檢討。曾任中央災害應變中心指揮官的前內政部長蘇嘉全痛斥，馬政府對風災是「四不一沒有」，從中央到總統府都沒決策能力，救災還不忘輔選，人民生命才不保。

政府無能無心 災民逃不出來
台灣智庫董事長陳博志在會中說，很多人這次批評馬政府無能，但他更擔心是政府無心。明明應把受困的災民優先搶救出來，但馬政府卻忽視人命的重要；當外國要幫助卻說不需要，以致於今天還有很多災民逃不出來。

沒有人溺己溺 至今還在卸責
智庫執行長鄭麗君哽咽批評，人溺己溺，不就是為政的基本道德嗎？馬英九、劉兆玄至今都還在卸責，實在無法接受台灣已淪為這樣殘忍的國家。總統受託於人民，沒有人溺己溺的基本政治道德，就不要從政。

擔任過兩任屏東縣長的蘇嘉全回憶這次八八風災說，當他與屏東縣長曹啟鴻聯繫，發現中央的支援不是很足夠；八月八日晚上便打電話給老縣長蘇貞昌快回屏東幫忙；隔天一早六點蘇便驅車從台北趕赴屏東，與縣府同仁一同救災。

蘇嘉全批評，對照行政院長劉兆玄來縣府四十分鐘，即直奔國民黨屏東縣長候選人住所，也沒通知縣府就到災區，縣府沒人知道與記錄。救災應不分黨派，他對閣揆那麼緊急時刻還不忘輔選，只找候選人陪，耿耿於懷。

勘災體制不分 資訊來源不全
蘇嘉全並說，馬英九到嘉義時，也沒有通知嘉義縣長陳明文。這種體制不分，如果發生在民進黨執政，老早就會被批評到辭職，但現在好像都沒事。難怪國民黨候選人會到處說縣長都調不來國軍，「都是我調來的」。

蘇嘉全並以「四不一沒有」形容馬政府的救災作法。首先是氣象局預測不準，包括一開始認定是中度颱風、暴風半徑以中北部為主，以致於南部沒有派駐聯絡官；也影響後續中央災害應變中心的判斷。

其次，蘇嘉全說，中央的資訊來源不全，一條鞭的指揮系統不知道要聽誰。再者，部會之間整合不力，也影響包括國軍的及時支援；他說，之前擔任指揮官是「兇有名」；寧願過而非不及，吵架做結論，總比和氣不結論好。

蘇嘉全進一步說，第四是救災太慢。而最後「一沒有」就是從中央到總統府的決策能力，都有問題；他並說，過去陳水扁擔任總統時，一遇風災，會要求中央災害應變中心每天給兩次報告，並主動詢問需要什麼協助。

不應政黨輪替 棄置經驗傳承
前交通部長郭瑤琪則從重建觀點提醒，預計設置的重建委員會，應注重災民的救助與安置；而且應立刻積極展開。尤其，現在防汛期還未過，到十二月都可能有颱風，殘破的家園禁不起二次傷害，政府應預作準備。

前農委會主委李金龍表示，他擔任主委超過三年，當過災害應變中心的協同指揮官。當時行政院副院長游錫堃曾因八掌溪事件下台，所以非常重視防災與救災，也建立很好防災體系。他認為不應政黨輪替，便丟棄一些好的傳承經驗。
