中油人事費用「虧很大」遭糾正

國內油價自5月起已經漲了9次之多，中油宣稱是為了反應國際油價，不過監察院調查後指出，中油的人事制度失當導致人事成本過高，認為中油在人事費用方面「虧很大」，不斷的漲油價是把全民當提款機，因此予以糾正。（張德厚報導）


自5月2日起到7月3日已經連續9次調漲國內油價，中油為宣稱這是反應國際油價上漲的關係，但這段期間國際油價也有下降的情形，卻不見中油有降價的空間，監察委員程仁宏、李炳南、洪昭男調查後表示，雖然中油宣稱虧損，但是在實施人力精簡措施七年後，仍然距離精簡目標有3231人的差距，而且還發現中油對於屆齡退休人員，未依規定管控其離退前六個月的加班狀況，導致中油的退休金支出鉅增，監委程仁宏就說，中油在人事費用方面「虧很大」，不斷的漲油價等於是把全民當提款機。程仁宏：『我們特別指出來，中油在用人費用方面確實「虧很大」，虧什麼？虧全民的、賺自己的，虧很大！中油在用人方面虧很大，但是連九周漲、漲、漲，幾乎把全民當成提款機了！』


監委們並指出，中油還借調、指派員工到工會、福委會辦理業務，也是不當耗費公帑、增加人事成本，另外，中油還有人力資源老化、退休員工與工讀生都享有油品優惠等多項缺失，因此基於人事制度不當，監察院通過對中油提出糾正，要求中油在兩個用內提出檢討改善措施。
