台灣錢淹腳目，都淹哪去了？據統計，過去十年，台灣每增加一百元存款，佔全台人口不到三成的台北縣市就包辦六十元；若加上桃園縣、高雄市與新竹市，更是合計拿下七十六元，集中化程度，連老銀行員都說嚇一跳。學者則疾呼，這絕對是政府必須嚴肅看待的課題。


據金管會最新統計，過去十年，我全體金融機構存款餘額共增加九兆三千多億元，「黃金五縣市」就占七十六％，相較下，全國二十五縣市中，存款增加比重不到一％的，含：宜蘭縣、苗栗縣、雲林縣、屏東縣等在內，就有十四個，已超過五成比重。


每增百元存款 北縣市就占六十元


中研院院士管中閔說，這項全台各縣市存款分配統計，反應都市化帶來的所得分配不均，也凸顯知識經濟時代，都市化程度越高，越可以用知識賺錢，進而產生較高所得，知識經濟在這個時代越來越佔便宜。


問題是，管中閔說，所得加速集中代表的另個意涵是：農村縣市的人員與產業持續流失；貧窮縣市的相對劣勢位置，從平均值的角度來看，其低於平均水準的地位是不可能被改變的，只能使其不要被邊緣化。


如何填補差距？管中閔說，馬政府想推「一鄉鎮一產業」，這方向在他來看是對的，各鄉鎮必須有自己的利基否則無法產生財富，他說，馬政府未來三年的經濟或社會福利政策，必須力求改善此一失衡情勢。

台灣存款高度集中「黃金五縣市」，連資深銀行員都嚇一跳。銀行員工會全國聯合會秘書長韓仕賢說，難怪大型民營銀行或外商銀行會想競標ＲＴＣ接管的問題銀行，標到後可申請遷移分行到台北縣市或高雄市，連動所及，大台北成了銀行財富管理一級戰區，「台北人真有夠好野，可以享受便利、優質金融服務，光是一條南京東路，銀行多到比便利商店還多。」


瑞士銀行台灣區財富管理負責人陳允懋則說，中南部存款比重少，可能是以製造為主的中小企業主藏富海外，無論如何，台灣財富集中台北到新竹的「黃金走廊」是不睜的事實，對外銀來講，只要台北市場做起來，就代表在台成功一大半了。


富蘭克林投顧創辦人劉吉人說，政府或許可以透過統籌分配稅款，改變不均情勢，但他強調：「我們不是社會主義國家」，況且，存款多不代表幸福，像宜蘭人，可以喝到比較好的水、吃到比較好的蔥，這是台北人享受不到的。
