5年來首亮藍燈 景氣盪谷底

經建會昨日發布景氣燈號，受股市、出口及工業生產全面下滑的影響，7月景氣亮出SARS疫情以來，也就是近5年2個月以來首顆「藍燈」，領先指標也呈連續9個月的下跌，並且跌幅創近7個月新高，顯示國內景氣低迷十分嚴峻。


經建會以股價、出口等9項指標的變化編製景氣綜合判斷分數，7月份由上月20分驟降至15分，因此所對映的燈號由「黃藍燈」，轉為代表景氣低迷的「藍燈」。


經建會經研處長洪瑞彬表示，台灣雖然曾在2006年底出現過一顆「藍燈」，但若以今天新的燈號標準重新計算，這顆藍燈將轉為「黃藍燈」，換言之，前次真正出現藍燈的時間，是落在2003年SARS疫情期間，本月則是自2003年6月以來的首顆藍燈。


景氣燈號若出現紅燈是代表景氣過熱，綠燈是代表穩定，黃藍燈代表景氣不明有轉向的可能，藍燈則代表景氣低迷，本月轉為藍燈，顯示當前景氣確實嚴峻。


洪瑞彬表示，本月生產、貿易及金融面指標均見走緩，是造成景氣落至藍燈的重要原因，至於政府583億元擴大內需方案，目前正在發包，估計要到9月才會展現效果。


經建會同時公布景氣領先指標，領先指標7月續跌1.2個百分點，這是連續9個月的下跌，累計9個月跌7.1個百分點，相較下，2001年那一波景氣收縮期有15個月之久，累計跌了9.7個百分點。


洪瑞彬表示，領先指標大約領先景氣有3個月之久，由於本次跌幅1.2個百分點又創近7個月以來新高，他說：「官方沒有悲觀的權利，但當前景氣情勢真的很嚴峻。」


經建會表示，雖當前景氣低迷，但隨著兩岸週末包機及陸客來台">陸客來台、擴大內需的實施，加上第4季政府將實施「工作所得補助方案」，預料這將有助於景氣的回穩。


至於8月份景氣是否仍會續呈藍燈？洪瑞彬表示，整個國際經濟大環境確實很差，但是目前談8月燈號，恐怕言之過早。
