扯！中資員工納保 中企卻不用負擔健保費

立法院內政委員會日前初審通過中國學生納入健保，並比照外籍生，自付6成、政府補助4成。不過，朝野立委質疑，修法後現行來台工作的中國人士，可以健保第6類第2目身分投保，雇主不但不用幫忙負擔保費，其中4成也是由政府負擔，非常不合理。對此，陸委會主委王郁琦同意，這點確實該審慎評估，會與衛福部討論解決辦法。

立法院內政、教育及文化聯席委員會日前審查「台灣地區與大陸地區人民關係條例」修正草案，其中附帶決議指出，中國人士以投資經營管理、跨國企業內部調動、產業科技及學術科技研究名義來台者及其陪同隨行眷屬，都以第6類第2目身分投保。

對此，朝野立委擔憂，等服貿協議開放大量中資企業來台，屆時中國籍經理人、專門技術人員的健保保費還能比照無業、失業者自付6成、政府補貼4成，換言之，企業完全不必負擔健保費，等同於拿民眾納稅錢補助中資企業。

針對這項質疑，王郁琦表示，現行中國籍人員比照第6類第2目身分入保，是因考量政府未開放中國勞工來台，因此無法將這些人當成「工作者」，但他也同意此點需再考量，會與衛福部討論解決辦法。

另外，有立委對於修法將中國學生來台「停留」改成「居留」，是否代表中生可在台長期居留？王郁琦則解釋，這項修改只會影響到中生的健保權益，與他們是否能取得居留權、身分證等無關。
