經部擬放寬產地標示 服飾業者反彈

〔記者林毅璋、吳佩樺、高嘉和／台北報導〕經濟部擬修訂「紡織物品洗標」國家標準，放寬「原產地」等標示方法，引起業者強烈反彈，抨擊此舉無異是大開門戶，讓產地標示不實的中國商品更容易大舉入侵台灣市場。

經濟部商業司日前委託管理科學學會舉辦研議修訂「服飾標示基準」與「織品標示基準」的公聽會，但公聽會所揭示的修法方向，除「洗標圖案內容的全面更新調整」外，還研擬放寬「原產地」標示方法。

公聽會方向 與國際潮流相左

工業總會接獲相關紡品業者強烈反彈，工總組長邱碧英表示，依現行的「服飾與織品標示基準」，「生產國別」必須以「洗滌後不破損，字體不褪色之標籤，附縫於商品本體上，其位置應明顯易見」的方示標明，但公聽會上，受託單位建議，擬將「服飾與織品的產地標示方法」與「一般商品」的原產地標示方法一致，未來有關「生產、製造商名稱、電話、地址及商品原產地。國內代理商、進口商或經銷商之名稱、電話及地址」等重要資訊，得以「附縫標籤」、「附掛」或於「內外包裝上」，任一方式進行標示即可。

工總強調，這一修法方向將與國際現勢潮流相左，也與現行政策有所扞格。

工總舉例，如果不硬性規定產地標示需縫合在衣服等服飾織品上，消費者未來購買服飾與織品時，可能在商品上看不到產地標示，只能在吊牌上找或要求商家拿出內外包裝來辨別產地標示。

業者反彈指出，現在規定要附縫方式，都有不肖業者做偽標，將中國製改為台灣製，如果修改規定，做偽標手續更簡單。

產地標示不符 奇威才剛下架

事實上，今年五月甫成立的經濟部「進口異常商品聯合稽核大隊」，就是為了防制產地標示不實商品進入市場販賣，成立後，也確實發揮具體功效與嚇阻作用。

知名的連鎖服飾店奇威服飾，就是因為產地標示不符，被稽核大隊查獲，才剛剛在各大報刊登半版廣告強調要下架改正。奇威名品行銷經理張志華表示，所有不合格的商品已全面下架，且全台各門市即日起提供兩個月的時間可換貨。

工總說，如果這個修法方向或內容「偷渡成功」後，將使得執法單位，未來在查核「產地標示」時，更難發現產地標示是否有虛偽情事。

商業司強調，現在只是進行例行性的法規修訂程序，「一切都未定案」。
