明年起 國中要上理財課

卡債、連動債等金融災難接連發生，金管會和教育部合作，把金融理財知識融入國中教學，今年9月開學先在台北市和苗栗縣試辦，明年(99學年度)全面辦理，100學年正式納入教科書教學，為了引導國中重視理財教學，103學年度的國中基測會考理財。

城鄉不同教材 教學子遠離卡債

教育部表示，根據金管會的調查，國人的金融知識水準「不及格」，平均只有53.87分，學生族群的分數更低，只有49.7分。為了讓金融教育向下紮根，教育部和金管會合作，並顧及城鄉差異，98學年度先選在都會型的台北市和鄉村型的苗栗縣，各選三所國中試辦「金融知識融入教學」，發展不同的教案，教國中生理財觀，99學年度全面融入國中教學，希望讓年輕學子以後遠離「卡債族」。

全國教育局處長今天舉行第二天會議，金管會委員楊雅惠向全國教育局處長簡報「金融知識融入教學」。她表示，金融知識不是艱澀難懂的學問，是「生活的能力和態度」，經濟合作發展組織 (OECD)建議：「金融教育應始於學校」，應與生活結合並從小紮根。

楊雅惠表示，金錢管理或理財規畫不是成年人或有錢人的事，其實青少年日常生活中，買文具用品、和父母親到餐廳吃飯 、或把零用錢存在郵局或銀行，都是理財的一部分。

教部、金管會合作 課程6小時

教育部國教司科長吳林輝表示，金融知識融入國中教學的課程，在社會領域或綜合領域來上。由金管會設計六小時的課程，教國中生記帳和儲蓄的習慣、如何不陷入消費陷阱、認識各種投資工具、妥善做好金錢管理與規畫、建立風險管理的基本概念等金融理財知識。

基測社會科 將有金融理財考題

此外，九年一貫新課綱將把理財納入課綱內容，教育部已邀集課綱委員、教科書出版業者和心測中心討論教科書的內容，以及發展國中基測的題庫；新課綱將於100學年度實施，理財教學將正式納入國中教科書內容，由於考試能引導教學，預計最快103年度的國中基測的社會科，會出現金融理財的考題。
