錢太多？新任國防部長嚴明下令砸3千萬元，將21萬5千多國軍的兵籍名牌，由現行的「右至左」改成「左至右」，被國軍內部人士批評，「這不是浪費，什麼才是浪費？」朝野立委認為，更換名字排序沒有必要性，不如拿這些錢更新裝備。

政府2005年公布公文書格式，一律統一從左至右書寫，當時國防部曾考量跟進，但兵籍名牌「右至左」是故總統蔣介石所定，加上沒有急迫和實用性，考量到國防預算困窘，所以沒有更動。

未料8月才上任的嚴明，日前突然宣布，要砸下3千多萬元將名牌改為「左至右」，國軍內部人士質疑，這明顯是「花錢立軍威」，痛批「簡直不拿納稅人的錢當錢看！」

對此，國防部發言人羅紹和受訪時回應，「現任部長勇於改變，絕無浪費公帑問題！」
