監委開記者會糾正氣象局，說他們在莫拉克颱風時「未能及時預警豪雨」、「不夠口語化」、「未能積極強調颱風的嚴重性」。監委程仁宏甚至說，如果當時能主動強調上千毫米雨量的嚴重性，那麼「行政院長劉兆玄還會去理髮嗎？秘書長薛香川還會去吃八八節晚餐嗎？」

這段話暴露出監委不但對大氣科學茫然無知，而且政治風骨蕩然無存。

首先，豪雨不像颱風，並無法過早預測。因為雨量受周遭濕度影響，而台灣四周都是海，濕度不易掌握，而且颱風方向瞬息萬變，在那裡碰到中央山脈都會不一樣。這麼多變數，根本不可能像馬英九說的「在發佈颱風警報時就把雨量預測好」，一定要隨著颱風的接近不斷修正。

那麼，氣象局有沒有克盡職責呢？美國海軍研究院氣象系教授張智北指出，八月七日上午七點氣象局預報山區雨量是1100毫米，下午四點修正為1400毫米，已經是全世界最快最準的。部分媒體為了配合馬英九貶低氣象局，把CNN的預報講得神乎其神，張教授也指出，「CNN的預報，其實錯得離譜」。（聯合10/13）

至於氣象局的預報夠不夠口語化，根本不是問題。他們的責任是提供專業的訊息，電視台的氣象名嘴自然會轉化成群眾的語言。重點在於，氣象局提供給中央防災中心的報告是否精確？而非他們的語言是否動聽？監委應該追究的是，中央防災中心根據氣象局報告作出的決策是否正確？而非將責任推給氣象局及災民，誤導成人民聽不懂氣象預報，疏於防範才遭災難。

好笑的是，監委並未否認氣象局已經作了豪雨預告，卻怪他們沒有「主動強調上千毫米雨量的嚴重性」，才會害劉兆玄跑去理髮，薛香川跑去吃大餐。好像大官們是白痴，需要氣象局提醒他們：「上千毫米雨量很嚴重，不能亂跑」。

我其實搞不清楚，監委是在替大官們解圍呢？還是在諷刺他們？
