經建會昨天公布中長期人口推估，民國一百一十六年發生人口負成長，屆時台灣平均每三點二個工作人口要養一個老人。另外，二十年後大學新生將比現在減少四成，只剩下二十點五萬人。


經建會表示，政府現在就應該從稅制、教育等，擬定未來人口減少及結構轉變的因應方案，包括新生兒可享有綜合所得稅免稅額增額，最長可以免稅到十八歲成年為止，及高等教育徹底落實退場機制等。


經建會每兩年公布最新中長期人口推估結果，昨天公布「台灣九十七年至一百四十五年人口推計」。過去十年間，因晚婚與未婚盛行，使得嬰兒人數不斷下降，二○○六年起國內的總生育率都只有一點一人，僅略高於香港的零點九八人，是全世界生育率最低的國家之一。


經建會認為，未來台灣生育率應不至於繼續向下探底，人口負成長的現象將到民國一百一十六年才會發生。


推估屆時新生兒將從今年的廿萬四千人，降至十三萬兩千人，「嬰兒荒」將逐漸發生，台灣不會出現第兩千四百萬人，人口高峰將止於兩千三百八十萬人。


影響所及，未來廿年內的國小、國中及大專的入學人數，也將快速減少。經建會也預估，未來六十五歲以上的高齡人口數，將從今年的兩百四十萬不到，在廿年內增加到五百三十六萬多人，目前每七個工作人口扶養一個老人的情況，將惡化到每三點二個人扶養一個老人。
