八仙塵爆滿月 健保已支出5億

〔記者林惠琴／台北報導〕八仙塵爆事件已滿一個月，健保署昨表示，估計首月健保給付醫療費用約三．八億元，以高雄氣爆經驗推估代墊自負額約一．三三億元，合計光是第一個月，支出就已高達五億元。健保會委員謝天仁痛批，健保署「首例」代墊自負額的做法，不僅於法無據，也有失公平原則，萬一錢收不回來，可就頭大了！

健保署長黃三桂表示，傷患具有健保身分，健保給付醫療項目本該由健保支應，並無爭議，後續會對業者進行代位求償，一定全力拚到底。

不過，在自負額部分，相較於高雄氣爆受害者全部自行處理，八仙塵爆事件卻由健保代墊，健保署回應，由於高雄市政府未提出要求，因此當時沒有代墊。但謝天仁仍質疑健保署代墊自負額欠缺適法性、不符公平原則，未考量其他公安事件或相關弱勢傷患立場，也未思考萬一額度透支、不足以因應要如何處理，錢若收不回來，恐對健保財務造成影響。

然而，黃三桂指出，健保署代墊費用，新北市政府一定要還，不會要不回來，雙方已有討論，待市府人員上呈新北市長朱立倫後，再確定細節。
