據原能會最新統計，歷年核四廠共被告發五十件違規案，且近十年國內核電廠三級以上重大違規案十三件也都發生在核四廠，有一成八、九件違規案迄今尚未結案。環保團體痛批，核四還未運轉就有這麼多違規，代表電廠根本不該運轉。
核電廠違規事件依影響輕重分為一級違規（最嚴重）至五級違規（最輕微），其中一、二、三級屬較罕見的重大違規。據最新統計，四個核電廠歷年共發生五百二十七件違規案，其中核四雖僅五十案違規，卻有十三案是重大違規；迄今仍未結案的九案中，包含逕自變更設計施工及一號機輻射區沒有裝可抗輻射金屬管線等。

罰2千萬 沒在怕

原能會副主委周源卿說，列管違規案共裁罰四個核電廠二千三百一十萬元，其中，核四廠就被罰二千二百九十萬元，核一廠罰二十萬元，台電都已繳納；但二○○○年台電擅自變更設計進行施工，遭重罰一千五百萬元案，台電仍在打行政訴訟。
原能會指，擅自變更設計案，已要求台電補送原廠奇異公司重新審核確認、驗證，確保施工與設計的一致性與完整性。違規案並不影響封存審查進度，除非核四要重啟，才會要求須先結案。台電核安處說，預計六月底前都會申請結案。
非核家園大聯盟執行長李卓翰批， 核四還未運轉就有這麼多違規，代表電廠根本不該運轉，環團才會希望停建而非封存，既要封存，就不應再以安檢名義繼續燒錢，企圖讓核四復活。
