《處分暫緩》成功衛生所 仍正常看診

〔記者王秀亭／台東報導〕成功鎮衛生所涉詐領健保費，去年被健保局調查並做出處分，原訂三月起停約一年，因該衛生所提出行政救濟，處分暫緩實行，連日來仍正常看診，衛生局長陳照隆表示，盼衛生署考量偏遠地區醫療資源缺乏，可從輕處分，縮短停約時間。

成功鎮衛生所因每月申請健保費用由近三十萬元暴增至一百萬元，去年七月引起健保局東區業務組注意，調查發現該所有未依處方簽、病歷記載提供醫療服務、未經醫師診斷提供醫療服務，及同日多刷保險對象IC卡、錯開日期虛報醫療費用等情形。

中央健保局日前做出從三月一日起停約一年，及扣減十倍費用的處分，成為健保開辦以來，全國鄉鎮衛生所中的最重處分。

不過，成功鎮衛生所門診正常，健保局東區業務組組長呂穎悟表示，由於該衛生所一月間提出申復遭駁回後，緊接著提出爭議審議，健保局同意行政救濟尚未確定前暫緩停約處分。

衛生局長陳照隆指出，若確定停約，成功鎮衛生所門診業務將被迫暫停，醫師葉其祥也無法看診，影響最深，所內護士仍可從事預防保健等行政工作，至於病患，鎮上仍有署東成功分院及其他診所可因應，看診權益不致受損。

陳照隆說，因台東為醫療資源缺乏地區，衛生所停診對當地醫療仍造成影響，已向衛生署說明縣內情況，盼能縮短停約時間，將傷害降到最低。
