中國外交部給足底氣 臺灣保釣者5月登島抗日

【星島網訊】中國外交部網站上2月14日的一則聲明，讓臺灣保釣人士黃錫麟為之一振。聲明說：“如日方在釣魚島問題上采取升級舉動，中方將不得不作出強烈反應，日方對此應有清醒認識。”這是中國政府對日本在釣魚島常駐先進巡邏艦發出的嚴厲警告。

　　《國際先驅導報》報道，大陸的強硬態度，給了黃錫麟底氣。“我們不會畏懼，5月前往釣魚島宣示主權的計劃不變。”14日他在接受采訪時，語氣斬釘截鐵。

　　登島計劃照常進行

　　黃錫麟是島內保釣人士當中的中堅，目前擔任“中華保釣協會”總幹事，只要他振臂一呼，總能召集到一些熱血人士參與保釣行動。自去年11月“中華保釣協會”正式成立以來，黃錫麟一直在運作下一階段的保釣行動計劃。

　　日本強化釣魚島防衛的舉動，是否會擱置你們的保釣行動？電話那頭，黃錫麟回答得幹脆利落：“一切按原計劃行動。”他透露說，目前前往釣魚島的船只已經準備好，預計，還會有美國、香港以及澳門等地的保釣人士參與，“當然也希望有大陸保釣人士加入進來”。

　　據黃錫麟介紹，相對以前，目前的登島計劃進展得比較順利。“國民黨重新上臺，許多官員都有過保釣經歷，溝通起來比較容易。”

　　而在李登輝和陳水扁執政期間，保釣人士要前往釣魚島宣示主權，則面臨當局的層層打壓。“在馬英九上臺之前的10多年裏，我們的保釣行動受到當局的極大幹擾，每次我們要找條船都很困難，當局會給漁業協會施壓，讓我們租不到船。”對於保釣人士成立合法社團的呼籲，當局更是不予理睬，甚至出現李登輝口頭承認日本對釣魚島擁有主權這樣的無恥舉動。

　　這一切，直到去年馬英九上臺，並親自給“中華保釣協會”題詞“和衷共濟”四個大字後，才得以全面改觀。

　　日本欲以漁權軟化臺灣

　　黃錫麟拿著馬英九所贈題詞的照片，很快出現在日本媒體上。而2008年臺當局的高調保釣行動，則讓日本政府深為擔憂。

　　但讓日本更為擔憂的，則是“大陸和臺灣共同保釣”，日本媒體驚呼這是“日本的噩夢”。黃錫麟表示，去年大陸和臺灣雙雙前往釣魚島宣示主權的行動，讓日本加深了這方面的擔憂。不過，黃錫麟同時表示，馬英九當局也有自己的壓力，畢竟臺灣政壇還有一大批“親日”人士，這些人的力量不可小覷。

　　據了解，在日本宣稱派遣常駐巡邏艦防衛釣魚島時，臺灣當局目前還未有明確反應。與大陸發出嚴厲警告的態度相比，臺灣當局顯得相對沈默，網際網路上因此出現了評論，質疑臺灣當局在保釣問題上的真實態度。不過，有分析人士認為，馬英九顯然不願意附和大陸的保釣聲明，以免給日本加深“兩岸聯合保釣”的印象。

　　臺灣島內有消息稱，臺灣和日本持續了10多年的漁權談判可能會在本月有所突破。該消息得到了黃錫麟的證實，據他所知，日本可能會以允許臺灣漁民到釣魚島附近海域捕魚為條件，換取臺灣當局在釣魚島問題上的軟化。

　　島內分析人士指出，該消息如果確鑿，那表明日本力圖分化兩岸在釣魚島問題上的立場，避免兩岸聯合保釣的局面出現，“日本很可能利用漁權拉攏馬英九當局”。不過，臺灣《中國時報》記者林克倫表示，馬英九確實有淡化自己反日形象的政治需要，但要想讓臺灣放棄對釣魚島的主權宣示也不太可能，畢竟國民黨有保釣的傳統。

　　對於馬英九當局對日立場可能的軟化，黃錫麟並不擔心，他認為民間的保釣行動本來就沒有得到政府的太多實際支援，如果漁權開放，反而給中國更多接近釣魚島的機會，而且即使馬當局的態度有所軟化，但也不會放棄對釣魚島的主權宣示。

　　以後每年前往釣魚島一次

　　日本加強釣魚島防衛的舉動，肯定會給保釣行動帶來嚴峻的挑戰。對此，黃錫麟顯得很平靜，“我們跟日本人的較量在10多年前就開始了，日本人的行為一貫如此。”

　　黃錫麟說，事實上，在日本艦艇的幹擾下，無論是臺灣，還是香港等地區的保釣人士，都無法順利登上釣魚島，這是多年來的現實。“今年5月份的登島計劃，恐怕也改變不了這個現實，何況日本的防衛還更嚴密了。”

　　但是，黃錫麟認為，雖然不能登上釣魚島，但通過這種方式，可以告訴日本，告訴世界，中國是不可能放棄釣魚島主權的。“態度比登島更重要，我們計劃今後每年都要前往釣魚島一次，我們會帶著記者一起，通過媒體把我們的態度告訴全世界。”

　　據黃錫麟介紹，“中華保釣協會”的成員已經由原先的80人增加到了100人，並且還陸續有人申請加入。
