台灣的經濟成長今天又被外資唱衰了。里昂證券在今天出具給旗下客戶的台灣經濟展望報告中直接以「 Game Over」為題，並大膽預測，台灣不但出口衰退，就連內需市場也難刺激起來，因此經濟將連續兩年負成長，估計明、後兩年的實質 GDP將分別為負成長2.7%和負成長1.2%。

里昂指出，台灣向來太過依賴全球科技產業的景氣循環和最大的出口市場中國大陸，因此在全球景氣不佳的此刻，台灣的出口也已經連續 3個月負成長，劇烈下滑的程度讓人相當驚訝。

而台灣目前是把希望放在對中國的出口上，但里昂也提醒，中國終究也難逃全球景氣影響，如果台灣只靠中國大陸，出口產業恐怕比預期更早崩潰「 Game Over」，預估出口年增率衰退的狀況將一直持續到2010年第 4季，明、後兩年台灣出口名目將分別衰退13.2%和15%。

除了出口問題之外，里昂認為，台灣的內需也早就開始衰退了，包括民間消費和投資都已出現負成長；雖然政府祭出一連串刺激經濟的方案，如消費券等。不過，里昂認為，因就業率持續下滑、薪資減少、消費者信心低落，消費券恐怕發揮不了多大的作用，里昂預估台灣明年 GDP將負成長2.7%，2010年也還難以轉正，預估為負1.2%。不過，台灣央行為了挽救經濟，將持續降息至1.3%，而新台幣兌美元也可能會貶至 36元。
